This month’s meeting was held at the Randolph AFB Kendrick Club.&lt;br /&gt;&lt;br /&gt;ATTENDANCE&lt;br /&gt;&lt;br /&gt;The following individuals signed in as attending: Randy Coggins, Tom Arko, Douglas Nelson, Don Taylor, Bill Croom, Alan Beaty, John Shroyer, Joan Lopez, Jerome Fletcher, Gary Copsey, Kasie Roberts, Ray Cornish, and Tom Peterson.&lt;br /&gt;&lt;br /&gt;GUESTS&lt;br /&gt;&lt;br /&gt;Jim Whitmore, Tia Robles, Alexis Poole, Katie Baier, Mike Rowland, and Jim Shutt.&lt;br /&gt;&lt;br /&gt;MINUTES FOR LAST MEETING&lt;br /&gt;&lt;br /&gt;Minutes from last meeting were reviewed.  A motion was made, seconded, and passed to approve the minutes as written.&lt;br /&gt;&lt;br /&gt;TREASURER'S REPORT&lt;br /&gt;&lt;br /&gt;The treasurer’s report as presented by Alan Beaty was reviewed.  The report was approved as presented.  &lt;br /&gt;&lt;br /&gt;COMBAT BREAKFAST &lt;br /&gt;&lt;br /&gt;A general discussion of the Combat Breakfast which immediately preceded this meeting was held.  Initial suggestions for future breakfasts were methods to streamline the check-in process and, to increase military attendance, to have a drawing from attendees for a life time AFA membership.  Involvement of organizational vice-presidents needs to be improved to enhance the military attendance support.  Randy Coggins expressed the chapter’s gratitude to the Recruiting Service for their hard work in arranging and conducting this year’s Combat Breakfast.&lt;br /&gt;&lt;br /&gt;AETC SYMPOSIUM and ALAMO AFA EXPO BRIEFING&lt;br /&gt;&lt;br /&gt;Most of the planning for symposium should be completed by mid-December and eleven major sponsors have signed up to date.  The Wednesday evening executive dinner will be held in the HBG Convention Center “Lonesome Dove” room.  General Rice, AETC commander, has arranged for symposium attendees, on Thursday evening, a special premier screening at the Lila Cockrell Theater of the George Lucas “Red Tails” movie about the Tuskegee Airmen. The December 13 Alamo Chapter Executive Council meeting will be held at the convention center so that final exposition arrangements can be reviewed and a tour taken of the exposition hall arrangements. Location details will be forwarded by email when finalized.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;AWARDS BANQUET&lt;br /&gt;The planning process by the Randolph Company Grade Officers Council is ongoing and on track for the March 8, 2012 awards banquet.  Sara Hoh is the CGOC POC for this year’s banquet.&lt;br /&gt;&lt;br /&gt;CHAPTER STRATEGIC PLANNING&lt;br /&gt;&lt;br /&gt;Randy Coggins briefed the attendees on the recent chapter Strategic Planning Meeting.  The planned two hour meeting turned into a four hour meeting with all 15 attendees staying for the entire session.  The meeting helped the group to focus on what is a chapter priority, membership both building and retaining.&lt;br /&gt;&lt;br /&gt;NATIONAL AFA MEMBERSHIP MEETING REPORT&lt;br /&gt;&lt;br /&gt;Tom Arco reported on the recent National AFA membership meeting.&lt;br /&gt;&lt;br /&gt;CHAPTER CALENDAR &lt;br /&gt;&lt;br /&gt;The on-line calendar is available on the chapter web-site at alamoafa.org. Alan also requested input on the feasibility of excluding American Express from on-line payments for chapter activities due to their unique fee and processing requirements.  No negative responses were noted.  This action will be coordinated with Douglas Nelson for the web-site changes.&lt;br /&gt;&lt;br /&gt;CHAPTER INCENTIVE ITEMS&lt;br /&gt;&lt;br /&gt;Sean Habina reported that she had, at the directive of the chapter, purchased approximately $700 in incentive items for use at the upcoming Randolph Retiree Appreciation day and the November Air Show.  We will reevaluate the items remaining after the Air Show to determine if we will need more for the Expo booth.&lt;br /&gt;&lt;br /&gt;AETC SYMPOSIUM and ALAMO AFA EXPO BRIEFING&lt;br /&gt;&lt;br /&gt;The website for exhibitors to reserve booth space should open up this week.&lt;br /&gt;&lt;br /&gt;CHAPTER CALENDAR REVIEW&lt;br /&gt;&lt;br /&gt;The on-line calendar is available on the chapter web-site at alamoafa.org. Gary Copsey has volunteered to be the chapter POC to Recruiting Service for any issues that may arise.&lt;br /&gt;CHAPTER AEF REPORT&lt;br /&gt;&lt;br /&gt;Dave Pope reported that in addition to the last year’s Birdies for Charity® fund raiser efforts by chapter ROTC cadets, the Texas Valero Open has added another $6,000 donation to the AEF in support of ROTC activities.&lt;br /&gt;Dave Pope also recognized John Shroyer for his many contributions to the Chapter AEF and also wished him a happy birthday.&lt;br /&gt;&lt;br /&gt;CHAPTER STRATEGIC PLANNING&lt;br /&gt;&lt;br /&gt;The long term strategic planning meetings to help establish the long term goals for chapter activity will be held October 15 at Randy Coggins’ office in Boerne, Texas&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;TEXAS STATE FALL CONVENTION&lt;br /&gt;&lt;br /&gt;The upcoming state meeting will be held in Del Rio October 28 to 30, 2011.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;RANDOLPH AFB RETIREE APPRECIATION DAY &lt;br /&gt;&lt;br /&gt;This event will be held this year on October 22 at the Randolph Kendrick club. We had 61 AFA members enroll and attend the meeting.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;CHAPTER STRATEGIC PLANNING&lt;br /&gt;&lt;br /&gt;The long term strategic planning meetings to help establish the long term goals for chapter activity will be held in October. Barbara Watkins and Sean Habina have agreed to act as chapter representatives for the Chamber of Commerce Celebrate America’s Military committee.&lt;br /&gt;&lt;br /&gt;AFA Family Award Applications&lt;br /&gt;&lt;br /&gt;John Shroyer reported that we have 12 application packages for the 10 available awards. It was moved, seconded, and approved that the chapter support the Lackland Heritage Museum by a donation in kind to participate in the expo.&lt;br /&gt;&lt;br /&gt;2012 ANNUAL AWARDS BANQUET&lt;br /&gt;Manuel Ramirez reported that a contact with the Lackland Gateway club has been signed for the evening of March 8, 2012.&lt;br /&gt;&lt;br /&gt;CHAPTER STRATEGIC PLANNING&lt;br /&gt;The long term strategic planning meetings to help establish the long term goals for chapter activity will be held October 15 at Randy Coggins’ office in Boerne, Texas&lt;br /&gt;&lt;br /&gt;IN MEMORIAM&lt;br /&gt;On Sept. 10, 2011, Alamo Chapter AFA lost one of its beloved life members -- Phyllis Croom, wife of Bill Croom, National Director Emeritus and past National Secretary. Phyllis was a staunch AFA supporter and an outstanding role model for all. Her lasting contributions to Alamo Chapter and AFA will long be remembered.   It was moved, seconded and approved that a $200 chapter donation be made, in accordance with the family’s request, to the University of Texas-Health Science Center Transplant Unit, San Antonio, Texas. &lt;br /&gt;&lt;br /&gt;TEXAS STATE FALL CONVENTION&lt;br /&gt;The upcoming state meeting will be held in Del Rio October 28 to 30, 2011.&lt;br /&gt;&lt;br /&gt;AFROTC&lt;br /&gt;Darin Defendorf from the UTSA ROTC reported on recent activities of the detachment.   Gary Copsey followed up with an update on the area Arnold Air Society Conclave to be held in November.&lt;br /&gt;&lt;br /&gt;CYBER PATRIOT&lt;br /&gt;Douglas Nelson reported on the planning for chapter involvement in next year’s Cyber Patriot activities.  It was moved, seconded, and approved to support the upcoming mentor training day by funding the box lunch meals for 100 anticipated participants, not to exceed $500.&lt;br /&gt;&lt;br /&gt;NCO PME GRADUCATION VOLUNTEERS&lt;br /&gt;Paul Weseloh and Randy Coggins spoke on the current NOC PME graduation briefings the chapter has been conducting.  We have a pre-formatted power point program which is kept current with all local and national AFA activities. The chapter requests any volunteers who would like to help support this activity contact Paul or Randy for more information.&lt;br /&gt;&lt;br /&gt;AWARD ANNOUNCEMENTS&lt;br /&gt;Randy Coggins announced, and presented to those present, the following state AFA awards: Texas Medal of Freedom Award to Paul Weseloh, Al Swaim, and Brent Boller. The Alamo Chapter itself was also recognized with an award from the State AFA as chapter of the year.&lt;br /&gt;&lt;br /&gt;John Shroyer was then presented with the AFA Texas Benjamin Foulois First Flight Award recognizing his exceptional contributions to the chapter and state organizations as well as the community.&lt;br /&gt;&lt;br /&gt;RANDOLPH AFB RETIREE APPRECIATION DAY &lt;br /&gt;This event will be held this year on October 22 at the Randolph Kendrick club.  The chapter will have an information table at the activity. Guest: Keith Casey.&lt;br /&gt;&lt;br /&gt;TREASURER'S REPORT&lt;br /&gt;Alan Beaty presented the treasurer’s report.   Options were discussed to make the format of the report easier to understand by members who do not have accounting backgrounds. This month’s was approved as presented.&lt;br /&gt;&lt;br /&gt;CHAPTER CALENDAR REVIEW&lt;br /&gt;The on-line calendar is available on the chapter web-site at alamoafa.org.  If anyone has activities to be posted to the calendar, please forward the information to Douglas Nelson by email at dnelson004@satx.rr.com .  &lt;br /&gt;&lt;br /&gt;TEXAS STATE AFA SUMMER CONVENTION - 22 – 23 JULY 2011&lt;br /&gt;Ed Garland reported that preparations for this meeting, which our chapter is sponsoring this year, are finalized and in place. As of this date, 59 individuals have registered to attend representing 11 of the 12 AFA chapters in the state.&lt;br /&gt;&lt;br /&gt;NATIONAL AFA CONVENTION UPDATE&lt;br /&gt;The following chapter members have registered to attending the national AFA convention in September:  Don Taylor, Randy Coggins, Al Swaim, Bill Combs, Ed Garland, and Thomas Arco.  Changes to the format of the National Convention were discussed.&lt;br /&gt;&lt;br /&gt;ALAMO AFA EXPOSITION SCHEDULE CHANGE UPDATE&lt;br /&gt;AETC has changed this event from an annual event to a bi-annual event starting in 2013.  The symposiums for 2013 and 2015 have been removed from the schedule.  The major effect this has on the chapter is that the chapter made yearly reservations for blocks of hotel rooms with the Grand Hyatt hotel through 2015 with contractual penalties for cancellation.  These reservations were made to satisfy the San Antonio Convention Center requirement that sufficient hotel rooms are available to the sponsoring organization.  The Grand Hyatt has agreed to roll the 2015 reservation into 2016 so we are only responsible for cancelling one year (2013) of the contract.  We were able to cancel the reservations for the rooms at a set penalty price through the end of June 2011.  Failure to do so would have caused the cancellation fee to increase substantially after June 30, 2011.  The Grand Hyatt has agreed to extend the payment period in three incremental payments over 18 months. The chapter has informed the Grand Hyatt of our intention to pay in this manner.  Efforts will continue to determine possible methods to recapture some of the penalty cost.  Following the status update a general discussion was held on the remaining possible contractual implications if any further changes in schedule through 2016 are made by AETC.  It was moved, seconded and approved that any requests by AETC for monetary support of the symposium be closely reviewed for level of support in light of these potential liabilities.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;COMBAT BREAKFAST AND CHAMBER OF COMMERCE CHAPTER REPRESENTATIVE&lt;br /&gt;Exact date for this year’s Combat Breakfast has yet to be confirmed.  We have the option of selecting either&lt;br /&gt;November 1 or 8.  We are looking for a full time volunteer VP to represent the chapter to the San Antonio Chamber of Commerce.  Sean Habina has agreed to act as an interim Chamber of Commerce representative until the position is filled.&lt;br /&gt;&lt;br /&gt;2012 AETC SYMPOSIUM AND ALAMO AFA EXPOSITION UPDATE&lt;br /&gt;Al Swaim reported on the latest information on next years’ symposium and exposition planning.  Our contactor, MC2, is working with us to review our requirements and develop the brochure for the exposition.&lt;br /&gt;&lt;br /&gt;CHAPTER MEMBERSHIP VP&lt;br /&gt;Tom “Bullet” Arco has accepted the position of membership VP for the chapter.  He is already working with National AFA on possible involvement in membership development at the local level.&lt;br /&gt;&lt;br /&gt;AWARDS AND PRESENTATIONS&lt;br /&gt;Randy Coggins made an award presentation to John Shroyer for his continued support of chapter and chapter AEF activities.  A photo of the presentation is on the home page of the chapter website: www.alamoafa.org&lt;br /&gt;&lt;br /&gt;Randy Coggins also reported on a recent ceremony to inform Dr. Kaye H. Biggar of the establishment of an annual Cyber Patriot Award and monetary award to be presented each year, in his name, to the members of the top team from San Antonio in the national Cyber Patriot competition.  A copy of the certificate is attached to these minutes.&lt;br /&gt;&lt;br /&gt;CHAPTER STRATEGIC PLANNING&lt;br /&gt;Randy Coggins held a general discussion of the chapter efforts to conduct long term strategic planning meetings to help establish the long term goals for chapter activity.  These sessions, possible starting as soon as October, will be formatted to allow for discussions of future plans and goals in a format not constricted by the time frames of the monthly Executive Council meetings.  As the meeting structure is formalized the scope and location will be announced.&lt;br /&gt;&lt;br /&gt;2012 AWARDS BANQUET&lt;br /&gt;Randy Coggins introduced Keith Casey who will be working with Manny Ramirez and the Randolph Company Grade Offices Council to host our awards banquet for next year.  Exact date yet to be set.&lt;br /&gt;&lt;br /&gt;ALAMO HONOR FLIGHT&lt;br /&gt;Sean Habina briefed on her involvement with the local Alamo Honor Flight program.  This organization provides transportation and support for WWII veterans, at no cost to them, to visit the new National WWII Memorial in Washington D.C.  (www.wwiimemorial.com )  As part of our strategic planning initiative we will look at opportunities for our chapter to participate in this program.&lt;br /&gt;&lt;br /&gt;MEETING LOCATION CHANGE&lt;br /&gt;The August 2011 Executive Council meeting will be held at The Lackland Gateway Club at 1700 hours on August 9.  The possibility of conducting these monthly meetings alternating between the Lackland and Randolph clubs, as well as other venues, was discussed. The meeting addressed three areas: symposium, exhibition, and banquet.  The former AF Ball at the symposium has been renamed to a banquet at the request of AETC.  The AETC website will go active this week to list POCs for the symposium. We will be seeking chapter members to volunteer to help provide on-site support as needed.&lt;br /&gt;&lt;br /&gt;CYBER PATRIOT IV&lt;br /&gt;Last year 21 teams signed up with a shortened registration period.  For next year we have nine teams signed up already with the current school year not finished.  24th AF has recruited Bonita Torres as the chapter POC for Cyber Patriot activities.&lt;br /&gt;&lt;br /&gt;COMMUNITY PARTNERS&lt;br /&gt;Paul Weseloh has accepted the position of VP for Community Partners.  The chapter requests that all members assist in recruiting new Community Partners.  We have a minimal market penetration level for a city of our size.&lt;br /&gt;&lt;br /&gt;NATIONAL AFA OFFICE NOMINEES&lt;br /&gt;&lt;br /&gt;Two of our chapter members have been nominated for positions in the national AFA organization.  Ed Garland has been nominated to run for National Secretary.  Don Taylor is one of four individuals nominated to run for two open positions as National Director at Large. They are closely watching military and congressional activities regarding Tricare issues.&lt;br /&gt;&lt;br /&gt;BLUE SUIT THANK-YOU NOTES&lt;br /&gt;Al Swaim read several thank you notes received from both the Blue Suit attendees and the recruiting service.&lt;br /&gt;&lt;br /&gt;TREASURER'S REPORT&lt;br /&gt;There was no treasurer’s report available for the month’s meeting.  &lt;br /&gt;&lt;br /&gt;SECRETARY REPORT&lt;br /&gt;The minutes from last meeting were presented. Any member interested in this position should contact our chapter of details.&lt;br /&gt;&lt;br /&gt;AFA AEROSPACE EDUCATION AWARDS&lt;br /&gt;Ed Garland presented information on National AFA Aerospace Awards.  He sits on a committee for this activity.  As nominees must be submitted by AFA chapters, Ed formally submitted the Alamo chapter’s nomination of Greg White for the individual award and CIAS for the unit award. These nominations will go forward to National AFA for consideration along with all other chapter nominees.  The nominations were seconded and approved by vote of members present at this meeting.&lt;br /&gt;&lt;br /&gt;STINSON FLIGHT # 2 ORDER OF THE DAEDALIANS&lt;br /&gt;Ed Garland works with Stinson Flight #2 for their scholarship program.  In the past we have supported them with a monetary contribution for one award but this year they are asking some additional funds for a second award.  John Shroyer states that our AEF budget has an entry to support two awards this year.  A general consensus of this meeting was to support them this year with understanding that this does not commit us at this level for future years.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;TEXAS STATE AFA SUMMER CONVENTION - 22 – 23 JULY 2011&lt;br /&gt;Edward Garland reported that most preparations for this meeting, which our chapter is sponsoring this year, are finalized and in place. We will be seeking chapter members to volunteer to help provide on-site support as needed.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;GOVERNMENT RELATION VP REPORT&lt;br /&gt;Al Swaim reported that he has made numerous introductory approaches to our local elected officials and their offices.  Due to the current congressional cycle there has not been much response to this point.  He will continue to make approaches to these officials.&lt;br /&gt;&lt;br /&gt;GAYLOR AIRMAN LEADERSHIP SCHOOL&lt;br /&gt;Our chapter representative to the local leadership schools is Carlos Massiatte.  He is working with the school(s) leadership to develop a plan for our participation in recognizing outstanding graduates.  A general discussion was held on the future of the three local leadership schools and possible combinations of activities.&lt;br /&gt;&lt;br /&gt;ALAMO AFA EXPOSITION REPORT&lt;br /&gt;Mike Nishimuta gave a report on the meeting He and Randy Coggins attended with General Edward Rice, Air Education and Training Command Commander.  General Rice was very appreciative of all the support received for this year’s symposium and exposition.  Options on scheduling of future symposiums were discussed. Our chapter is partnering with the Valero Texas Open to support the program.  The chapter has purchased a corporate sponsorship table for $1500 at the ‘Night to Honor our Heroes’ event.  Bill Croom will be our chapter POC for the evening event.&lt;br /&gt;&lt;br /&gt;ALAMO AFA EXPOSITION REPORT&lt;br /&gt;Mike Nishimuta gave an updated after-action report for the AETC/AFA Symposium Exposition. Edward Garland will be working with Ollie in developing the initiative.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;CHAPTER OFFICER ELECTION NOMINATIONS&lt;br /&gt;No other nominations were offered at this meeting and the nominees’ names, as approved in our February meeting, will be presented at the election to be held at the banquet.&lt;br /&gt;&lt;br /&gt;SECRETARY REPORT&lt;br /&gt;The minutes from last meeting were presented.  A motion to approve was seconded and approved.&lt;br /&gt;&lt;br /&gt;2011 AWARDS BANQUET&lt;br /&gt;The remaining part of the meeting was spent discussing the final preparations for the banquet to be held in two days.  As of this meeting date, we had 342 confirmed reservations for the banquet. Our ROTC chapters are getting involved in the support activities with proceeds of their efforts going directly to support their squadron activities.&lt;br /&gt;&lt;br /&gt;SECRETARY REPORT&lt;br /&gt;The minutes from last meeting were presented.  A motion to approve was seconded and approved.&lt;br /&gt;&lt;br /&gt;TREASURER'S REPORT&lt;br /&gt;The January 2011 report was accepted as presented. National AFA has gone to calendar year fiscal reporting rather than October to September fiscal reporting currently used by the chapter.  The chapter will realign when possible to the new reporting period.&lt;br /&gt;&lt;br /&gt;Alamo AFA EXPOSITION REPORT&lt;br /&gt;Mike Nishimuta gave an after-action report for the AETC/AFA Symposium Exposition.   There were 3900 registered attendees with 143 exposition booths.  An AETC recognition ceremony will be held on February 25th.  The booth awards for military exhibitors were a success.  The chapter thanks Douglas Nelson for initiating and conduction this recognition program. John Shroyer will try to contact Ralph Chalfant to determine what process has been used in the past.&lt;br /&gt;&lt;br /&gt;EARL NORTH PARKER AWARDS&lt;br /&gt;Annie Howell reports the essays are being received up to 18 February.  At that time she will be working with chapter volunteers to evaluate the essays and determine award winners.&lt;br /&gt;&lt;br /&gt;MEMBERSHIP INITIATIVES&lt;br /&gt;Ollie Crawford offered some thoughts on possible membership initiatives.  He has connection with service providers at FBO offices nationwide where we might be able to place quality style membership brochure display boards.  The chapter will work with him to review the possibilities of this proposal.  He is also working with support organizations for Randolph AFB area and the Kelly AFB museum being developed.  These areas will also have opportunities for partnering with our AFA chapter.&lt;br /&gt;&lt;br /&gt;CHAPTER OFFICER ELECTION NOMINATIONS&lt;br /&gt;Gary Copsey reported on the nominations for the annual chapter officer election to be held at the awards banquet.  Randy Coggins is nominated for the second year as president.  Allan Swaim is nominated for the executive vice president position.  Alan Beaty and Tom Peterson are nominated again for treasurer and secretary positions. Bill Croom, Mike Nishimuta, Randy Coggins and Dave Pope attended the ceremony for presenting the Mayor’s Cup at the Omni hotel on December 18, 2010.  We presented the Alamo AFA Aerospace Education Foundation $1,000 scholastic monetary award vouchers to each member of the winning team which was the San Antonio Information Technology and Security Academy. &lt;br /&gt;&lt;br /&gt;JR ROTC BANQUET PRESENTERS&lt;br /&gt;Megan McCormick will be working to find presenters for the AFA Award at the high school Jr ROTC banquets this spring.  Anyone wishing to participate should contact her directly.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Alamo AFA EXPOSITION REPORT&lt;br /&gt;Mike Nishimuta updated the status of preparations for the upcoming AETC/AFA Symposium Exposition (January 20-21, 2011).   Our chapter will be sharing a booth area with the Valero Texas Open “Birdies For Charity” group.  Douglas Nelson suggested we recognize best booth displays for the non-commercial exposition booths.&lt;br /&gt;&lt;br /&gt;ANNUAL AWARDS BANQUET 2011&lt;br /&gt;The Randolph Company Grade Officers Council has accepted the chapter offer to coordinate plans for the banquet.  Letters to organizations requesting nomination of award winners were sent out in late December. The Lackland Gateway Heritage Foundation has been entrusted with the responsibility of transforming the current History and Traditions Museum into a 21st century facility.  The museum fulfills a public service role and places education for both military and non-military audiences at the center of that roll.  Proposed location and facilities were shown to the attendees.  A general discussion was held on the opportunities for our chapter to participate in the effort. Dates for upcoming Pittensingber selection boards and awards ceremonies were discussed.&lt;br /&gt;&lt;br /&gt;NATIONAL AFA CONVENTION REVIEW&lt;br /&gt;Randy Coggins shared his experiences from the national AFA convention and Exposition which he attended.&lt;br /&gt;&lt;br /&gt;CELEBRATE AMERICA’S MILITARY (CAM) WEEK.&lt;br /&gt;Ron Colunga reported on the preparations San Antonio’s CAM Events.  The city planning group is looking to encourage military organizations to hold their reunions during future CAMs.  Coordination had been made to have some military vehicles on display for the combat breakfast.  The contract has been signed to reserve the Randolph Kendrick Club for the combat breakfast. A general discussion on how to best utilize the ROTC cadet volunteers who will support the exposition.&lt;br /&gt;&lt;br /&gt;TEXAS STATE AFA SUMMER CONVENTION IN FREDERICKSBURG 22 – 23 July 2011&lt;br /&gt;Ed Garland updated preparations for the convention which the Alamo chapter is hosting.  To help control cost to attendees the Texas State AFA has offered to match funds with our chapter to cover some incidental costs normally passed on to attendees.  It was moved and approved to allocate $500 to match the State AFA funds for these expenses.&lt;br /&gt;&lt;br /&gt;MEETING LOCATI0N CHANGE&lt;br /&gt;The November Executive Council meeting will be held at the Sushihana Restaurant at 1810 NW Military Highway at 5:00 PM. The chapter was looking at a way to support the regional completion.  It was found that the San Antonio Chamber of Commerce Technology Committee was already working on a Mayor’s Cyber Cup Competition.  Their point man for this was Cris Cook who is also an Air Force Association member.  AFA will benefit from the work Chris Cook has already done.  Mike Nishimuta set up a local website at www.cyber.alamoafa.org.  The chapter will use this opportunity to present scholarships to the winning San Antonio area team.&lt;br /&gt;&lt;br /&gt;MEETING LOCATIN DISCUSSION&lt;br /&gt;A general discussion of the availability of alternate Executive Council meeting was held.  Some alternative locations were presented for discussion. These include events where the chapter booth is too large or labor intensive to set up. More to come in future meetings.&lt;br /&gt;&lt;br /&gt;COMPANY GRADE OFFICER COUNCIL UPDATE&lt;br /&gt; Gina McKeen gave an update on the activities of the CGOC.  They are investigating working with Alamo AFA on future AF Birthday Balls.&lt;br /&gt;&lt;br /&gt;EN PARKER PROGRAM&lt;br /&gt;Joan Lopez reported that the Texas State AFA has distributed to all chapter presidents the suspense dates for next year’s program.&lt;br /&gt;&lt;br /&gt;PUBLIC RELATIONS&lt;br /&gt;Al Swaim, the chapter ‘s new Public Relations VP, reported on his recent update from the National AFA Director of Government Relations.  A summary follows.  The referenced file on the QDR should be available soon on the chapter web-site.&lt;br /&gt;&lt;br /&gt;“Thanks for reaching out to us. I hope all is well. The issues break down in a few different categories—personnel, hardware, and general policy.&lt;br /&gt; &lt;br /&gt;1. Personnel—As the Alternative QDR highlighted, it will be very difficult to sustain the current personnel bill amidst the current budget pressures. It is certainly critical that we take care of the members of the all-volunteer force, but we also need to think about pursuing policy options that are both effective and efficient. This opens up a unique opportunity for the AF because we can attain effects through technology, etc that are not so personnel-intensive. On a more pragmatic level, I would expect that many benefits, such as Tricare, will be reviewed and potentially revised. The budget challenges will make it highly unlikely that new benefits programs are passed. &lt;br /&gt;2. Recapitalization will be a continued challenge. There simply is very little money for this activity. KC-X, F-35, and life extensions on the legacy fore are the main focus points. The next gen bomber is a critical recap issue, but I am not sure how it will fare budget-wise. Almost all recap decisions will largely be governed by budgetary concerns, not policy considerations. &lt;br /&gt;3. The nation is focused on two large-scale occupations for the past decade. While we must succeed in Iraq and Afghanistan, it is fundamental to realize that the various threat environments that exist around the world look far different than what we see in current combat operations. Anti-access environments, ability to utilize regional bases, and information network operability may be major challenges in the future. Current investments are very focused on Iraq and Afghanistan. They are not reflective of the broader threat environment we may face in the coming decades. &lt;br /&gt;I attached a file that may be of use to you as you consider these issues. The  general vectors are worth considering. Bottom line, the country is in a precarious situation financially. We need to be doing things more effectively and efficiently. The AF plays a major role in enabling these solutions. However, the AF needs to stand up and advocate for itself and its capabilities throughout this process. Since the recent USO renovations, the area for meetings is not as private as before.  In addition parking costs have increased.  While we will continue to utilize the USO for the near future we should be investigating other options available for the future.  Areas of concern are parking, meeting space functionality, centralized location, access for members without military ID cards, and any costs involved. This month’s meeting was held at the downtown USO.  &lt;br /&gt;&lt;br /&gt;ATTENDANCE&lt;br /&gt;The following individuals signed in as attending: Randy Coggins,  Douglas Nelson, John Shroyer, Angelo Haygood, Ron Colunga, Dan O’Neal, Brent Boller, Dave Pope, Carlos Massiatte, Jerome Fletcher, Gary Copsey, Meghan McCormick, John Blumentritt and Tom Peterson.&lt;br /&gt;&lt;br /&gt;GUESTS&lt;br /&gt;Orlando Martinez, Alex Perez, and SMSgt Tina Williams&lt;br /&gt;&lt;br /&gt;SECRETARY REPORT&lt;br /&gt;The minutes from last meeting were presented. A motion to approve as written was seconded and approved.  &lt;br /&gt;&lt;br /&gt;CHAPTER CALENDAR REVIEW&lt;br /&gt;The on-line calendar is available on the chapter web-site at alamoafa.org.  To be able to display the upcoming web-site calendar pages on the USO video screen some additional hardware is required.  Douglas Nelson will work with USO to determine the cost and report back at a future meeting.  At that time the executive council can decide if we wish to sponsor part of this cost.&lt;br /&gt;&lt;br /&gt;TEXAS AFA STATE CONVENTION REPORT&lt;br /&gt;Randy Coggins reported on the recent meeting.  Attending for Alamo Chapter were Randy Coggins, Bill Croom, Dave Pope, and Ed Garland.  Several of the candidates for National AFA office were present at the state meeting to introduce themselves and their agendas to members.  Candidates not attending did participate in the presentation by conference call.  A general discussion of the state voting delegate selection process for the upcoming national convention was held. The Alamo Chapter has been selected to host the 2011 Texas state convention.  Tentatively this convention will be held in Fredericksburg, Texas.&lt;br /&gt;&lt;br /&gt;19th AIR FORCE&lt;br /&gt;John Blumentritt announced that a change of command ceremony would be held on July 30.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;NCO BRIEFING&lt;br /&gt;Several members present will work on the NCO briefing program to update the photographs and text to reflect recent audience response fed-back. &lt;br /&gt;&lt;br /&gt;TREASURER'S REPORT&lt;br /&gt;The April 2010 report was accepted as presented.  Alan Beaty was not present due to out of state travel commitments.&lt;br /&gt;VP POSITIONS&lt;br /&gt;Several VP position assignments were announced by Randy Coggins.&lt;br /&gt;AFRC – Jerome Fletcher&lt;br /&gt;Veterans’ Affairs/Historian – Sean Habina&lt;br /&gt;Membership – Steven Hall&lt;br /&gt;SA Chamber of Commerce – Ron Colunga&lt;br /&gt;Strategic Engagement (new position) Tim Strawther&lt;br /&gt;&lt;br /&gt;COMBAT BREAKFAST&lt;br /&gt;Ron Colunga briefed that the date of the combat breakfast this year has been moved to the end of the Celebrate America’s Military Week’s events and is tentatively set for November 9th.  This was done to avoid conflict with National Election Day.&lt;br /&gt;&lt;br /&gt;LEGAL REPRESENTATVE&lt;br /&gt;The chapter and the chapter aerospace education foundation are researching methods to get more legal review of planned chapter and chapter AEF activities.  This is being done due to the much larger scope of activities that we now participate in.&lt;br /&gt;&lt;br /&gt;AWARD PRESENTATIONS&lt;br /&gt;Randy Coggins announced the National AFA Medal of Merit Awards and AFA Texas Medal of Freedom awards from the Texas State AFA convention.  The national awards will be presented at the National Convention this fall.  National Medal of Merit winners are Gary Copsey, Gina McKeen, and John Shroyer. &lt;br /&gt;&lt;br /&gt;The names of the Alamo chapter AFA Texas Medal of Freedom winners were: Ralph Chalafant, Jerome Fletcher, Meghan McCormick, Douglas Nelson, and Tom Peterson.  Medals were presented by Randy Coggins to those present.&lt;br /&gt;&lt;br /&gt;Gary Copsey was presented with the AFA Texas State Member of the Year Award.&lt;br /&gt;&lt;br /&gt;SENIOR NCO PROFESSIONAL ENHANCEMENT SEMINAR&lt;br /&gt;The chapter provided funds and supplies to support a luncheon meal for over 200 MSgt selectees attending this seminar at Lackland AFB.  We were able to present our AFA message and clarify our organization’s mission verses other military professional societies.&lt;br /&gt;&lt;br /&gt;NEW CHAPTER PRESENTATION ASSETS&lt;br /&gt;Mike Nishimuta is researching and will present at a future meeting some options to enhance our presence at various public venues.  These include events where the chapter booth is too large or labor intensive to set up. Alan Beaty briefed on the progress of transferring chapter financial records to new Quick-book format.&lt;br /&gt;&lt;br /&gt;CHAPTER CALENDAR REVIEW&lt;br /&gt;The on-line calendar is available on the chapter web-site at alamoafa.org.  On June 9th there is to be a planning meeting with AETC on the Symposium for 2011.&lt;br /&gt;&lt;br /&gt;BIRDIES FOR CHARITY&lt;br /&gt;An out-brief on the Birdies for Charity program for the chapter was presented.  Even with a late start more than $750 was raised this year.  The funds raised from this event will go toward scholarships and support for local ROTC detachment programs at the University of Texas, San Antonio and Texas State University. The AEF will expand participation in the program next year with the help of ROTC cadets from both detachments joining the efforts to collect donations and pledges.&lt;br /&gt;PITSENBARGER AWARDS&lt;br /&gt;After a general discussion a motion was made to award a one year AFA membership to each of the Pitsenbarger Award winners as well as NCO Academy distinguished graduates. A general discussion was held on whether to report to National AFA the funds spent on aerospace education through the chapter reports or the chapter AEF reports.  These discussions will continue off-line to determine correct reporting procedures.&lt;br /&gt;&lt;br /&gt;CHAPTER CALENDAR REVIEW&lt;br /&gt;The on-line calendar is available on the chapter web-site at alamoafa.org.  Douglas Nelson reported that currently there are two different data bases being reviewed for the on-line calendar.  The goal is to provide one calendar on-line with streamlined input procedures.&lt;br /&gt;&lt;br /&gt;ROTC UPDATE&lt;br /&gt;A thank-you was read from the UTSA ROTC for the chapter’s support of their attendance at the Arnold Air Society and Silver Wings National Conclave held in Seattle. &lt;br /&gt;&lt;br /&gt;AETC EXPOSITION&lt;br /&gt;Advance planning has begun for the chapter support of the January 2011 AETC Symposium.  &lt;br /&gt;&lt;br /&gt;ENLISTED HERITAGE MUSEUM&lt;br /&gt;Gary Copsey reported on the opportunities for the chapter to support the Enlisted Heritage Museum being organized here in San Antonio.  This will be an educational center open to the public.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;NCO ACADEMY&lt;br /&gt;Carlos Massiatte reported that the NCO Academy is looking for room sponsors.  Sponsors would help provide Air Force related furnishings for classrooms to help encourage and inspire academy attendees. This month’s meeting was held at the downtown USO.  &lt;br /&gt;&lt;br /&gt;ATTENDANCE&lt;br /&gt;The following individuals signed in as attending: Mike Nishimuta, Alan Beaty, Gary Copsey, Joan Lopez, Dave Pope, Terry Ross, Angelo Haygood, Brent Boller, Ralph Chalfant, Douglas Nelson, John Shroyer, Bill Croom, J. Sean Habina, Ed Garland, Pedro Lopez-Cruz, Christopher Miller, Amber Carrillo, and Tom Peterson.&lt;br /&gt;&lt;br /&gt;GUESTS&lt;br /&gt;Jacob Watts, Oscar Villarreal, Andrew McGowan, David Jones, and Al Swaim&lt;br /&gt;&lt;br /&gt;SECRETARY REPORT&lt;br /&gt;The minutes from last meeting were presented. A motion to approve as written was seconded and approved.  &lt;br /&gt;&lt;br /&gt;CHAPTER CALENDAR REVIEW&lt;br /&gt;The on-line calendar is available on the chapter web-site at alamoafa.org.  Members wishing to update the calendar on-line can do so.&lt;br /&gt;&lt;br /&gt;BJ BJORGE FELLOWSHIP&lt;br /&gt;At the Texas State AFA meeting a motion was made and approved to provide, from the state organization, a $500 Charlotte Loos fellowship in memory of the many contributions to AFA from the late BJ Bjorge.  A certificate will be presented to his wife Linda.  At this meeting, a motion was made, seconded and approved for the Alamo AFA Chapter to provide $200 towards this fellowship in recognition BJ’s contributions to our chapter.&lt;br /&gt;&lt;br /&gt;CERTIFICATE OF RECOGNITION&lt;br /&gt;The chapter presented a certificate of recognition as well as notification of a $100 scholarship through AEF to be presented in Ralph Chalfant’s name.  This was Ralph’s last meeting as a San Antonio chapter member.  Ralph has taken a position at Fort Hood and will remain active in AFA in that area.  Meghan McCormick will assume the position of chapter Education VP.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Chapter AEF INTRODUCTIONS&lt;br /&gt;Dave Pope introduced Col. Terry Ross and Angelo Haygood.  Terry and Angelo are the new chapter AEF Vice-President and Scholarship Vice-President.&lt;br /&gt;&lt;br /&gt;WEB-SITE&lt;br /&gt;Our web-site is under revision.  Efforts are being made to align the site with the chapter goals of Educate-Advocate-Support.  Douglas Nelson has stepped up to co-ordinate this effort.&lt;br /&gt;&lt;br /&gt;AFA BRIEFING TO NCO ACADEMY&lt;br /&gt;Carlos Massiatte will share information on the benefits of AFA membership with the next academy class on May 11th 2010.&lt;br /&gt;&lt;br /&gt;VALERO TEXAS OPEN&lt;br /&gt;A discussion was held on manning an AFA booth at the upcoming Valero open.  A decision was made that the venue was not one where chapter education and recruiting efforts would be effective.  Responses to the chapter have started to come in from the first “Birdies for Charity” e-blast electronic mailing we sent out.&lt;br /&gt;&lt;br /&gt;TREASURER'S REPORT&lt;br /&gt;The March 2010 report was accepted as presented. &lt;br /&gt;&lt;br /&gt;ANNUAL AWARDS BANQUET&lt;br /&gt;This year’s awards banquet was an unqualified success.  On behalf of the chapter, Mike offered the chapter’s sincere appreciation to Debbie Landry and all the other members who gave their time and effort to make it happen.  &lt;br /&gt;ROTC UPDATE&lt;br /&gt;Gary Copsey reported on his attendance at the Arnold Air Society and Silver Wings National Conclave held in Seattle.  UTSA and New York City entered bids to host next year’s conclave.  The final decision was to hold the meeting in New York.  The UTSA presentation was very competitive on most aspects and they plan to resubmit next year to host a future conclave.&lt;br /&gt;&lt;br /&gt;NATIONAL LEVEL AFA TEACHER OF THE YEAR&lt;br /&gt;A motion was made, seconded, and approved for the Alamo chapter to fund an unfunded National AFA program to increase the visibility of the national Teacher of the Year Award.  In the approval is the request for recognition of the chapter funding and a dedication in the names of BJ Bjorge and Kaye Bigger.&lt;br /&gt;&lt;br /&gt;SPRING 2010 AFA STATE MEETING&lt;br /&gt;This meeting was held here in San Antonio at the Airport Hilton April 9, 10, and 11, 2010.  &lt;br /&gt;&lt;br /&gt;UPCOMING EVENTS&lt;br /&gt;&lt;br /&gt;AFA TEXAS CONVENTION 9-11 JULY 2010&lt;br /&gt;&lt;br /&gt;The AFA Texas Convention will be held in Wichita Falls and hosted by the Donnelly Chapter&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;ARCON MEETING&lt;br /&gt;Angelo State ROTC will be holding an ARCON meeting in San Antonio this fall.  Cadets Watts and Villarreal presented some areas where they could use assistance from our chapter.  The chapter agreed to work with them to formalize some possible dates and activities to support their meeting.&lt;br /&gt;&lt;br /&gt;RENOVATED USO&lt;br /&gt;The newly renovated downtown San Antonio USO is like no other you may have seen.  The décor, atmosphere and state-of-the-art facilities for Airmen and their families (retirees too) bring the facility into the 21st Century.  If you have not visited yet, the next meeting will be an excellent opportunity to do so. Motion passed.&lt;br /&gt;&lt;br /&gt;ANNUAL AWARDS BANQUET&lt;br /&gt;&lt;br /&gt;Debbie Landry discussed for the upcoming annual awards banquet:  Currently there are 312 reservations for the banquet.  The slide show has been built, the programs will be ready Thursday morning, the UTSA ROTC cadets will present the colors, and all VIP’s have been notified.  Jonathan Lacquement will work getting the membership registration information from award winners.&lt;br /&gt;&lt;br /&gt;MEMBER TRANSFER&lt;br /&gt;&lt;br /&gt;Ralph Chalfant announced that he will be changing employment from San Antonio to Fort Hood.  As a result, he will, as of the end of April, no longer be able to participate in Alamo AFA Chapter activities.  The Alamo Chapter wishes him well and offers its sincere thank you for all the Aerospace Education activities he has so ably coordinated.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;UPCOMING EVENTS&lt;br /&gt;&lt;br /&gt;SPRING 2010 AFA STATE MEETING&lt;br /&gt;&lt;br /&gt;This meeting is scheduled here in San Antonio at the Airport Hilton April 9, 10, and 11, 2010.  &lt;br /&gt;&lt;br /&gt;AFA TEXAS CONVENTION 9-11 JULY 2010&lt;br /&gt;&lt;br /&gt;The AFA Texas Convention will be held in Wichita Falls and hosted by the Donnelly Chapter. A request from the state AEF foundation was presented.  They ask that we consider refunding to the state AEF the annual vanity license plate refund fee the chapter receives.  The proposal was tabled for a later meeting so that the chapter president and chapter AEF president can discuss further with state AEF representatives the proper routing of the funds if approved.&lt;br /&gt;&lt;br /&gt;ANNUAL AWARDS BANQUET&lt;br /&gt;Debbie Landry has taken over as main POC for this event. The following areas were discussed for the upcoming annual awards banquet:  March 1st is the suspense for units to submit names for award winners, Gateway club arrangements, registration, photographer, payment methods for tickets, and membership options for award winners.  All arrangements appear to be proceeding as needed.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;ROTC SCHOLORSHIPS&lt;br /&gt;A general discussion was held on formalizing the methods to be used when awarding monetary scholarships so that funds are used for intended purposes.&lt;br /&gt;&lt;br /&gt;SECURITY HILL ACTIVITY&lt;br /&gt;Carlos Massiatte reported on the chapter support of the Security Hill Company Grade Officers assembly of organizations that locally support the Air Force personnel and missions.  Several chapter members attended and set up a table with information on AFA membership.&lt;br /&gt;&lt;br /&gt;QUARTERLY DEFENDER NEWSLETTER&lt;br /&gt;The next electronic copy of the chapter newsletter should be ready for distribution by March 19th.  There is a 12 March cut-off for submitting information for inclusion.  In the interim, an e-mail notice will be sent to all chapter members announcing the upcoming awards banquet and presenting the nominations for next year’s chapter officers.&lt;br /&gt;&lt;br /&gt;ANNIVERSARY OF MILITARY FLIIGHT&lt;br /&gt;Bill Croom gave a quick briefing on the 100th Anniversary of Military Flight ceremony to be held on Fort Sam Houston on March 2nd, 2010. Motion passed.&lt;br /&gt;&lt;br /&gt;TREASURER'S REPORT&lt;br /&gt;The December 2009 report was accepted as presented.  &lt;br /&gt;&lt;br /&gt;SYMPOSIUM PRESENTATION REPORT&lt;br /&gt;Charlotte Adams reported on the symposium presentation she and Lt Col Landry will be hosting.&lt;br /&gt;&lt;br /&gt;Secretary of the Air Force San Antonio Visit&lt;br /&gt;Chapter President Gary Copsey reported that he was invited to and attended a meeting with the Secretary of the Air Force, General Lorenz and staff, as well as selected community leaders.&lt;br /&gt;&lt;br /&gt;24th AF CYBER COMMAND&lt;br /&gt;Gary Copsey, Bill Croom, and Randy met in December with Maj. Gen. Richard Webber and the Command Chief Master Sergeant for a briefing on the new organization and to discuss opportunities to establish communication between the Cyber Command and our AFA Chapter.&lt;br /&gt;QUARTERLY DEFENDER PUBLICATION&lt;br /&gt;Gina McKeen reported that she is working the next electronic copy of the quarterly defender.  Prior to that she will send an email heads up message to all defender roster members to promote the annual Blue Suit Awards banquet.  The actual publication deadline for the next defender will be after the banquet date.&lt;br /&gt;&lt;br /&gt; TEACHER OF THE YEAR AND ROTC PRESENTATIONS&lt;br /&gt;Ralph Chalfant reported on the Teacher of the Year nomination and passed around the listing of next spring’s ROTC awards presentations.&lt;br /&gt;&lt;br /&gt;UPCOMING EVENTS&lt;br /&gt;&lt;br /&gt;ANNUAL AWARDS BANQUET&lt;br /&gt;The AFA Banquet project officer had had to withdraw due to new Air Force mission requirements.  A new point of contact will be found to carry forward the preparatory work already accomplished.&lt;br /&gt;&lt;br /&gt;SPRING 2010 AFA STATE MEETING&lt;br /&gt;Ed Garland reported on the meeting scheduled here in San Antonio at the Airport Hilton April 9, 10, and 11, 2010.  More detailed information will be presented at next month’s meeting.&lt;br /&gt;&lt;br /&gt;AFA TEXAS CONVENTION 9-11 JULY 2010&lt;br /&gt;&lt;br /&gt;The AFA Texas Convention will be held in Wichita Falls and hosted by the Donnelly Chapter.  More information will provided at the Spring meeting.&lt;br /&gt;&lt;br /&gt;AETC EXPO AND SYMPOSIUM&lt;br /&gt;A final review of the upcoming symposium was held.  Mike Nishimuta passed around copies of the symposium schedule booklet.  A general discussion was the held on chapter booth schedule, reception, distinguished visitor tours and reception, book signing, and the Friday ball.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The meeting was adjourned by Alamo AFA President Gary Copsey. This month’s meeting was held at the Henry B Gonzalez Convention Center (HBGCC) as the downtown USO is closed for renovation. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;ATTENDANCE&lt;br /&gt;The following individuals signed in as attending: Gary Copsey, Joan Lopez, John Politi, Randy Coggins, Douglas Nelson, John Shroyer, Mike Nishimuta, Bill Croom, Alan Beaty, Dave Pope, Lionel Robertson, Meghan McCormick, and Tom Peterson.&lt;br /&gt;&lt;br /&gt;GUESTS&lt;br /&gt;&lt;br /&gt;Marissa Smith and Ambar Carrillo, UTSA ROTC Cadets from the Gen. John D. Ryan Squadron&lt;br /&gt;&lt;br /&gt;Craig Smith, Director of Golf San Antonio and the Valero Texas Open (Unapologetically Texan).  Craig gave an over view of the upcoming tournament and some opportunities for fund raising activities for organizations associated with the tournament.  This year’s theme is celebrating Texas and the Military.&lt;br /&gt;&lt;br /&gt;SECRETARY REPORT&lt;br /&gt;The minutes from last meeting were presented. Motion passed.&lt;br /&gt;&lt;br /&gt;TREASURER'S REPORT&lt;br /&gt;The November 2009 report was accepted as presented.  &lt;br /&gt;&lt;br /&gt;24th AF CYBER COMMAND&lt;br /&gt;Gary Copsey, Bill Croom, and Randy will be meeting in December with Maj. Gen. Richard Webber for a briefing on the new organization and to discuss opportunities to establish communication between the Cyber Command and our AFA Chapter.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;QUARTERLY DEFENDER PUBLICATION&lt;br /&gt;Mike Nishimuta reported that the next quarterly Defender is close to publication.  This will be the quarter that the publication will be sent by USPS rather than by email as the other three quarterly publications do.  One hard copy mailing minimum per year is a requirement of the national AFA guidelines.  The previous publisher has not responded to inquires on handling the printing and mailing at this time.  Printers which handle other chapter printing requirements will be contacted to determine if thy can support the chapter.   A review of the existing chapter USPS bulk mailing permit indicated that the permit is in place and can be used.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;AETC EXPO AND SYMPOSIUM&lt;br /&gt;This year’s Symposium and Ball will be AETC sponsored events. Our AFA responsibility is the conduct of the exposition.  The chapter is working with a new contractor to assist in setting up the exposition, and to recruit more sponsors and exhibitors.  A review of scheduled events was discussed.  Sean Habina will be responsible for setting up the chapter booth at the exhibition hall and scheduling time for chapter volunteers to work.  We have a limited number of passes available to use for booth volunteers.  Currently we have commitments for exhibits from 80 military exhibitors, 30 non-military exhibitors and 9 sponsors.  We anticipate a few more exhibitors signing up before the cut-off date.  A decision was made to have the chapter provide the carpet for the military booth areas.  Following the meeting, a walking tour of the exhibit floor was conducted for those members who wished to attend.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;UPCOMING EVENTS&lt;br /&gt;&lt;br /&gt;SPRING 2010 AFA STATE MEETING&lt;br /&gt;This meeting scheduled here in San Antonio for October 30, 31 and November 1 has been moved to April 9, 10, and 11, 2010.&lt;br /&gt;&lt;br /&gt;ANNUAL AWARDS BANQUET&lt;br /&gt;Capt Nicole Padgett of Randolph AFB has volunteered to be the POC for our upcoming awards banquet.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The meeting was adjourned at 1705 by Alamo AFA President Gary Copsey. The funds have been allotted  and contracts to totally renovate the facility are ready for signature.  The projected time-frame is to close the facility in December and reopen spring of 2010.  There are capabilities in the renovation design to support outside meetings such as ours. John Politi also gave an overview of the financial arrangements for the upcoming AETC symposium.&lt;br /&gt;&lt;br /&gt;COMBAT BREAKFAST UPDATE&lt;br /&gt;Gary Copsey expressed the appreciation of the chapter to Charles Lamer and Douglas Fletcher for the efforts they put into organizing and conducting the highly successful Combat Breakfast.  Attendance this year was 234 guests.  &lt;br /&gt;&lt;br /&gt;AIR SHOW WRAP UP&lt;br /&gt;Gary Copsey expressed the appreciation of the chapter to Sean Habina for her efforts in coordinating the chapter exhibit at the Randolph Air Show.  Examples of the incentive items procured by Sean were shown to those members attending.  Sean has also taken the responsibility for presenting the chapter wreath at the Fort Sam Houston Cemetery Veterans Day observance.&lt;br /&gt;&lt;br /&gt;MEMBERSHIP&lt;br /&gt;Jonathan Lacquement reported that total Alamo Chapter #234 membership is 3,702 individuals.  This is an increase of 43 members since this time last year.&lt;br /&gt;&lt;br /&gt;AEROSPACE EDUCATION COUNCIL&lt;br /&gt;Bill Croom reported the Alamo Chapter will be well represented on the 2009-2010 National Aerospace Education Council.  Vice Chairman of the Board for Aerospace Education Sandy Schlitt, with approval of the AFA Board of Directors, appointed National Director Ed Garland and former National Secretary Bill Croom as members for the coming year.  Ed and Bill join Sandy, Jim Hannam and Skip Williams (VA), George Muellner and Mike Peters (CA), Rod McKinley (OK), Marv Tooman (IA), Max Friedauer (FL), John Shaud (AL) and Chuck Zimkas (CO) on the Council.  In addition, the two top cadet officers of AFROTC's Arnold Air Society and Silver Wings serve as Ex Officio members.  The Council is charged with envisioning, developing and implementing AFA Education issues across the spectrum of the Association.  Just a few areas being addressed are developing an Education Strategy, working to revise the AFA scholarship and VISIONS programs, and seeking ways to develop and implement an "Education Branding" strategy for AFA.  Of special note is the Cyber Patriot II competition in which AFJROTC and CAP teams compete to defend their computer networks from intrusion and attack during an Internet-based simulated game.  Over 275 units expressed initial interest in CP II, more than 175 officially registered and 94 ended up competing.  The top 36 teams from Rounds 1 &amp; 2 conducted November 7th and 14th compete in the semi-finals November 21st. The top 8 teams that day will receive an expense-paid trip to Orlando in February to compete in the finals during AFA's Air Warfare Symposium &amp; Exposition.  SAIC and General Dynamics-AIS Corporations, the Center for Infrastructure Security &amp; Assurance at UTSA here in San Antonio and AFROTC join AFA as primary sponsors of Cyber Patriot.  Cyber Patriot III, the 2011 competition, is programmed to be opened to all high schools nationwide. Alamo Chapter donated $1000 to support the event and Mike Nishimuta will attend the event to represent the chapter.  AFA Texas President Kelly Jones will be hosting the event. He passed around a list requesting chapter volunteers to make the presentations.&lt;br /&gt;&lt;br /&gt;2010 AETC SYMPOSIUM &lt;br /&gt;The title sponsorship for next year’s symposium has already been confirmed.  Chapter needs to start looking ahead to develop committees for various activities associated with the exposition and ball.  John Politi emphasized that the committee for sponsorship needs to be organized and start planning activities in the very near future.&lt;br /&gt;&lt;br /&gt;SPRING AFA STATE MEETING REPORT&lt;br /&gt;Gary Copsey reported on attending this meeting.  Buster Horlan is the editor of the National AEF Newsletter and is soliciting articles on but not limited to Texas aerospace topics for the publication.  Please route any inputs through our chapter Aerospace Education VP, Ralph Chalfant.  Norm King of Lawson AFA chapter has excellent local media connections for publicizing chapter activities.  On the National AFA website the Mitchell Institute has posted some controversial but thought provoking and important articles regarding aerospace issues and is worth a look. An initial purchase of 1,000 coins has been made.  Some coins will be used in connection with our awards ceremony.  Presentation cases for coins are also available for purchase if needed.&lt;br /&gt;&lt;br /&gt;SECRETARY REPORT&lt;br /&gt;The minutes from last meeting were presented.  Motion was made and seconded to approve as written.  Motion passed.&lt;br /&gt;&lt;br /&gt;TREASURER'S REPORT&lt;br /&gt;The December reports were presented.  Motion was made and seconded to approve.  Motion passed.&lt;br /&gt;&lt;br /&gt;OPEN VP POSITIONS&lt;br /&gt;The chapter still needs to identify a member willing to support the Communications positions.  The support of organizational VPs is requested to help identify members with the skills to fill these positions.  The membership position has been accepted by MSgt Jonathan E. Lacquement.&lt;br /&gt;&lt;br /&gt;ANNUAL AWARDS BANQUET&lt;br /&gt;2Lt Laura Newberg briefed on planning for the annual awards banquet.  An article will be presented on the website and in the next Defender.  A photographer has been identified for the evening and will be taking individual pictures as requested.&lt;br /&gt;&lt;br /&gt;AETC SYMPOSIUM&lt;br /&gt;Gary Copsey elaborated on the Alamo AFA involvement in the sponsor and exhibit portions of the symposium.  There are 30 venders, 9 major sponsors, 57 military booths and 5 recruiting booths signed.  Copies of the exhibitor and program guides were passed around for attendee to examine.  Volunteers are still needed to man the chapter booth and guest registration booth.  An extended general discussion of protocol and arrangements for various associated activities was conducted.  Gary Copsey gave the estimated ball-park estimate for chapter income from the symposium which will be applied against chapter AEF fund activities in aerospace education.   Randy Coggins, Mike Nishimuta, John Politi, and Ed Reynolds were recognized for their already significant time and effort committed for planning and execution of our chapter symposium activities.&lt;br /&gt;&lt;br /&gt;SPECIAL NOTE&lt;br /&gt;Joan Lopez noted that an article on the Alamo Chapter Combat Breakfast was published in the January 2009 Air Force Magazine on page 73 as part of the AFA National Report.&lt;br /&gt;&lt;br /&gt;The meeting was adjourned by Alamo AFA Chapter President Gary Copsey at 1700 hours. Sean Habana, Lionel Robertson, James Ramirez, Emilie Stewart.&lt;br /&gt;&lt;br /&gt;TREASURER'S REPORT&lt;br /&gt;Treasurer was unable to attend.  The October and November reports will be reviewed at the December meeting.&lt;br /&gt;&lt;br /&gt;SECRETARY REPORT&lt;br /&gt;The minutes from last meeting were presented.  Motion was made and seconded to approve.  Motion passed.&lt;br /&gt;&lt;br /&gt;CHAPTER CHALLENGE COINS&lt;br /&gt;Lionel Robertson distributed the final design sketches of the designs for the chapter challenge coin.  The unit cost for the set-up fee and an initial purchase of 1000 coins was reviewed by the members present and accepted as presented.&lt;br /&gt;&lt;br /&gt;CELEBRATE AMERICA'S MILITARY WEEK&lt;br /&gt;Lionel Robertson, as a member of the city committee for the Celebrate America's Military Week, gave an out brief on the success of all the week’s activities.  Alamo AFA Chapter is listed on the city website as a “Patron Plus” sponsor of the event.  Mr. Robertson expressed his admiration for the Combat Breakfast speaker, SSgt Matt Slaydon and his wife Annette. The breakfast was sponsored by our AFA Chapter.&lt;br /&gt;&lt;br /&gt;AIR SHOW&lt;br /&gt;Ed Reynolds gave an out-brief on the chapter exhibit at the Lackland Air Show.  UTSA and Texas State ROTCs participated in supporting the exhibit.  Ralph Chalfant will coordinate with Gary Copsey to get thank you letters sent to the ROTC commanders.&lt;br /&gt;&lt;br /&gt;CHAPTER WREATH&lt;br /&gt;This year the chapter did not participate in the Veterans Day Wreath presentation ceremony at Fort Sam Houston cemetery.  We need to be sure to get this activity on next year’s calendar to avoid over-looking it again.&lt;br /&gt;&lt;br /&gt;EARLE NORTH PARKER SCHOLARSHIP / STRATEGIC PLANNING&lt;br /&gt;Joan Lopez announced that the Earle North Parker scholarship award of $2,000 for winner and $1,000 for runner-up is now being matched by First Command Education Foundation to make the total amount $4,000/$2,000.  Joan then gave an update on the Texas State Fall meeting last month.  The AFA guidelines for more definitive activities be identified for strategic planning were distributed.  For membership goals there was some discussion whether new memberships in excess of quarterly goals roll over to the next quarter.   That issue will be researched and addressed again at the next meeting.  Ralph Chalfant mentioned possibility of using ROTC cadets to assist in membership activities.  We need to discuss further at future meetings.&lt;br /&gt;&lt;br /&gt;NEW BUSINESS&lt;br /&gt;Ed Reynolds will speak with Dr. Laura Munro at Lackland AFB regarding possibility of AFA briefings during basic training.&lt;br /&gt;&lt;br /&gt;The next AFA State Meeting will be March 6-8, 2009 in College Station.&lt;br /&gt;&lt;br /&gt;Joan Lopez briefed on the recent closing of the private WWII museum in San Antonio.  One member emailed the chapter website to see if we could be of assistance in finding a new home for the museum.  Joan tried to contact the curator at the Stinson Air Museum but found the curator had recently been injured in an accident.  The current museum currently is limited on storage and exhibition space.&lt;br /&gt;&lt;br /&gt;Ed Reynolds said a representative of the Lone Star Air Museum in Galveston visited our air show booth and mentioned that they are also in need of assistance to recover from hurricane damage.  We could offer to put notice on or chapter website where private donations could be sent.  Open item for next month’s meeting.&lt;br /&gt;&lt;br /&gt;A request was received by email for chapter information on submitting a matching AFA grant for Aerospace Education.  Secretary will reply and recommend the application be forwarded to the chapter address for discussion at the next meeting.&lt;br /&gt;&lt;br /&gt;There is a need for a new program manager for the spring awards banquet.  While no name was submitted at this meeting, J Sean Habana offered to assist whoever is finally selected.  Last year’s manager is still in the area for consultation.&lt;br /&gt;&lt;br /&gt;The meeting was adjourned by Alamo AFA Chapter Secretary Tom Peterson at 1705 hours. AETC has turned over to our chapter 100% of responsibility to obtain sponsorships for symposium.  Seventeen sponsors are needed to fill anticipated sponsorship openings.  Two or three chapter volunteers are needed to assist John in this activity. Randy Coggins spoke to need for input about Military both space requirements.  Local military organizations have a September 1st deadline from AETC to military coordinating committee for input.  This information is needed so we can allocate remaining space to civilian sponsors.&lt;br /&gt;&lt;br /&gt;We have in place at this time our title sponsor, three gold and one silver sponsor.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-weight: bold;font-size:85%;" &gt;AFA STATE OFFICE&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;br /&gt;&lt;br /&gt;The Texas State AFA office at Stinson field was closed at the end of July and contents will be stored and/or disposed with in a manner yet to be determined. Alamo chapter won the chapter of the year award and the membership award.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-weight: bold;font-size:85%;" &gt;State AFA Fall Business Meeting 2009&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;br /&gt;&lt;br /&gt;Our chapter will be hosting this meeting on October 30th through November 1st, 2009.  Meeting will be at Airport Hilton and we are arranging for special parking rates.  Tentatively we will host a golf outing on Friday and a reception at the Stinson Field Air Museum.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-weight: bold;font-size:85%;" &gt;OTHER BUSINESS&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;br /&gt;&lt;br /&gt;We are working on ideas on what type of handouts to have for the symposium executive dinner for the symposium.&lt;br /&gt;&lt;br /&gt;The Combat Breakfast date has been moved to Monday November3rd, 2008&lt;br /&gt;Notices for input the Earl North Parker Essay Contest have been sent.  The program kicks off next month.&lt;br /&gt;&lt;br /&gt;A thank you card was received from Ms Ria Rivers, Randolph High School, for our chapter’s support of her participation in the Miss Texas Junior Teen competition.  She placed in the top 25 of 125 total contestants.&lt;br /&gt;&lt;br /&gt;The meeting was adjourned by Alamo AFA Chapter President Gary Copsey at 1700 hours. A motion to approve as written was seconded and approved.  &lt;br /&gt;&lt;br /&gt;CHAPTER CALENDAR REVIEW&lt;br /&gt;The on-line calendar is available on the chapter web-site at alamoafa.org.  To be able to display the upcoming web-site calendar pages on the USO video screen some additional hardware is required.  Douglas Nelson will work with USO to determine the cost and report back at a future meeting.  At that time the executive council can decide if we wish to sponsor part of this cost.&lt;br /&gt;&lt;br /&gt;TEXAS AFA STATE CONVENTION REPORT&lt;br /&gt;Randy Coggins reported on the recent meeting.  Attending for Alamo Chapter were Randy Coggins, Bill Croom, Dave Pope, and Ed Garland.  Several of the candidates for National AFA office were present at the state meeting to introduce themselves and their agendas to members.  Candidates not attending did participate in the presentation by conference call.  A general discussion of the state voting delegate selection process for the upcoming national convention was held. The Alamo Chapter has been selected to host the 2011 Texas state convention.  Tentatively this convention will be held in Fredericksburg, Texas.&lt;br /&gt;&lt;br /&gt;19th AIR FORCE&lt;br /&gt;John Blumentritt announced that a change of command ceremony would be held on July 30.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;NCO BRIEFING&lt;br /&gt;Several members present will work on the NCO briefing program to update the photographs and text to reflect recent audience response fed-back. &lt;br /&gt;&lt;br /&gt;TREASURER'S REPORT&lt;br /&gt;The April 2010 report was accepted as presented.  Alan Beaty was not present due to out of state travel commitments.&lt;br /&gt;VP POSITIONS&lt;br /&gt;Several VP position assignments were announced by Randy Coggins.&lt;br /&gt;AFRC – Jerome Fletcher&lt;br /&gt;Veterans’ Affairs/Historian – Sean Habina&lt;br /&gt;Membership – Steven Hall&lt;br /&gt;SA Chamber of Commerce – Ron Colunga&lt;br /&gt;Strategic Engagement (new position) Tim Strawther&lt;br /&gt;&lt;br /&gt;COMBAT BREAKFAST&lt;br /&gt;Ron Colunga briefed that the date of the combat breakfast this year has been moved to the end of the Celebrate America’s Military Week’s events and is tentatively set for November 9th.  This was done to avoid conflict with National Election Day.&lt;br /&gt;&lt;br /&gt;LEGAL REPRESENTATVE&lt;br /&gt;The chapter and the chapter aerospace education foundation are researching methods to get more legal review of planned chapter and chapter AEF activities.  This is being done due to the much larger scope of activities that we now participate in.&lt;br /&gt;&lt;br /&gt;AWARD PRESENTATIONS&lt;br /&gt;Randy Coggins announced the National AFA Medal of Merit Awards and AFA Texas Medal of Freedom awards from the Texas State AFA convention.  The national awards will be presented at the National Convention this fall.  National Medal of Merit winners are Gary Copsey, Gina McKeen, and John Shroyer. &lt;br /&gt;&lt;br /&gt;The names of the Alamo chapter AFA Texas Medal of Freedom winners were: Ralph Chalafant, Jerome Fletcher, Meghan McCormick, Douglas Nelson, and Tom Peterson.  Medals were presented by Randy Coggins to those present.&lt;br /&gt;&lt;br /&gt;Gary Copsey was presented with the AFA Texas State Member of the Year Award.&lt;br /&gt;&lt;br /&gt;SENIOR NCO PROFESSIONAL ENHANCEMENT SEMINAR&lt;br /&gt;The chapter provided funds and supplies to support a luncheon meal for over 200 MSgt selectees attending this seminar at Lackland AFB.  We were able to present our AFA message and clarify our organization’s mission verses other military professional societies.&lt;br /&gt;&lt;br /&gt;NEW CHAPTER PRESENTATION ASSETS&lt;br /&gt;Mike Nishimuta is researching and will present at a future meeting some options to enhance our presence at various public venues.  These include events where the chapter booth is too large or labor intensive to set up.
