MINUTES

 

For January 13, 2015

 

CALL TO ORDER

 

The meeting was called to order by Alamo AFA Chapter President Paul Weseloh at 1730 hours. The meeting was held in the San Antonio Chamber of Commerce North Business Center.

 

ATTENDANCE

The following individuals signed in as attending: Paul Weseloh, Debbie Landry, Dave Pope, Alan Beaty, Bill Croom, Ollie Crawford, Randy Coggins, Darin Defendorf, Chris Cook, Ray Cornish, Gary Copsey, Thomas Rioux, Estrid “Viv” Serrano, Robert Jackson, April Howard, Jaime Vazquez, Joe Peltier, David Garver, Ed Garland, John Thurman, Joan Lopez, Christopher Hinds, Freddie Morales Torres, Douglas Nelson, and Tom Peterson.

 

INTRODUCTION

Bill Croom introduced, to those present, Alamo Chapter member Oliver “Ollie” Crawford.  A charter member of the Air Force Association (AFA), the Air Force nominated Crawford for the Elder Statesman of Aviation Award in both 1987 and 1988. He was awarded its highest tribute when named "Man of the Year" in 1989. In 1990, he was elected President of AFA. He was instrumental in the formation of the Air Force Memorial Foundation, instituted an AFA recognition program for members of Congress who supported a strong national defense, and another for executives from the aerospace industry. In 1992, Crawford received the Air Force’s Exceptional Service Award for his contributions to defense. Key to this award was the AFA role in the education of members of Congress on stealth technology.  Those military members present were able to have a group photograph taken with Ollie after the meeting.

 

AIR FORCE WOUNDED WARRIOR PROGRAM

Lt Col Carol Gorden, Kari Miller and Becky Dominguez gave an overview of the Air Force Wounded Warrior Program and how that program interfaces with the AFA Wounded Airman program.

 

TREASURER’S REPORT

Alan Beaty gave the treasurer’s report. The most recent quarterly National AFA support payment has been received.

 

MEETING MINUTES

Minutes for the December 9 General Membership Executive Committee meeting were reviewed.  A motion was made and seconded to approve minutes as written.  Motion was approved by those present.

 

MILITARY NIGHT OUT (MNO)

John Thurman, Chapter Programs VP reported that VIA Transportation has agreed to provide dedicated bus support from Lackland to the MNO activities.  A briefing with BGen (select) Edwards has been scheduled.  A goal is to arrange for other organizations and businesses in San Antonio an opportunity to support the program on different evenings with financial support and volunteer manpower.

 

CHAPTER AEROSPACE EDUCATION FOUNDATION (AEF) REPORT

Dave Pope reported that the AEF is again participating in the Birdies for Charity program which is part of the Valero Texas Open activities.  All chapter proceeds (100%) this year go to the AFA Wounded Airman Program. The chapter AEP scholarship programs have kicked off for 2015.

 

GOLF TOURNAMENT

Darin Defendorf reported that the next golf tournament will be held November 16, 2015.

 

CHAPTER VICE PRESIDENT COMMENTS

Deb Landry reported that the chapter annual awards banquet will be held on March 5, 2015 at the Lackland Gateway Club. The chapter award categories have been adjusted to reflect the categories used by Joint Base San Antonio organizations in their internal annual awards programs.  She also mentioned that the chapter is looking for a volunteer to handle the scheduling of chapter presentations of annual National AFA awards to Air Force Junior ROTC programs in the greater San Antonio area.

 

AFA TEXAS REPORT

Gary Copsey reported that the next quarterly Texas State AFA meeting will be held the last weekend of March in the Houston area.  All chapter members interested are encouraged to attend.

 

CYBER PATRIOT

Chris Cook gave a report on the national and local programs.  More details can be found on the Alamo AFA Chapter web site.  www.alamoafa.org

TREASURER’S REPORT

Alan Beaty gave the treasurer’s report. When remaining promised registration funds are received both the Combat Breakfast and State AFA meeting hosting activities will result in a slightly positive cash flow for the chapter.

 

MEETING MINUTES

In November the monthly meeting was held off-site for elected chapter officers only and no minutes are published for that meeting.  The minutes of the October14 General Membership Executive Committee meeting were presented for review.  It was pointed out that the Airman Heritage Foundation information presented by Ray Cornish was not included in the October minutes.  This information will be included with the November meeting minutes to be reviewed in December.  A motion was made, seconded, and approved to accept the October minutes as presented.

 

AIRMAN HERITAGE FOUNDATION INFORMATION FROM OCTOBER 9 EXECUTIVE COMMITTEE MEETING

Presented by Ray Cornish:

1.  As noted by TSgt Dion, the Airman Heritage Foundation is now responsible for the care and maintenance of the National Military Working Dog Monument which is now part of the Heritage Campus at JBSA-Lackland.   If you have not seen it, please take the opportunity.    It is part of the changes discussed below.  

2.  We had a meeting with General Carlisle in August and he is now supporting efforts to bring General Rand’s vision into existence with the creation of the new USAF Heritage Museum and Character Development Center.   Please see this link:  https://www.myairmanmuseum.org/news/?p=407

3.  Gen Carlisle relayed to us that the 4 stars are in concert with this effort and are seeking the correct legal routes to display their support.

4.  The foundation has been reaching out to local Civic leaders such as Councilman Saldana, District 4 who is sponsoring a Major improvement for Military Highway which will include the new museum as a City Focal point and that he will champion legislation to apply some city funding towards our project. 

5.  Our leadership has also been meeting with the State Speaker of the House Joe Straus' office about our mission with some indication that the State may be able to provide some funds.  We will know more after the next budget exercise.

6.  AETC Command Chief Tapia recently sent an Email to all Command Chiefs in the Air Force thoroughly explaining this vision.   He summarizes the change in training focus which reaches for the latest technological training tools that will be used in portraying the self-less actions of our Heroes, the Giants, who have gone before providing the image/example for all airmen, both for the Basic Trainee and the seasoned NCO.    He reaches out for their help and support in sharing this information with all airmen within their sphere about this change in training focus.   Finally, he shares that the Airman Heritage Foundation and the AETC History office are focused in assuring this change in training focus is successful.

MILITARY NIGHT OUT (MNO)

John Thurman, Chapter Programs VP, has obtained donated funds for the first MNOs when they are restarted.  He is working to find funds to cover two additional MNOs before restarting the program.   This is because two major San Antonio corporations want to see MNO in action before they commit to major future monetary support.  In addition he is working with VIA Transportation to arrange dedicated bus support from Lackland to the MNO activities.  John has posted this information in a letter attached to these minutes.

 

AWARD PRESENTATION

Paul Weseloh presented to Randy Coggins and Sean Habana Medal of Freedom awards on behalf of Texas State AFA.

 

TEXAS STATE AF MEETING UPDATE

Ed Garland gave a report on the State AFA meeting the chapter hosted in November.   There were five registered individuals who at the last minute were unable to attend the meeting.  After some discussion a motion was made to offer a fifty percent registration refund to those individuals.  The motion was seconded and passed by voice vote of those present at this meeting.

 

CHAPTER STRATEGIC PLAN

Paul Weseloh reported that during the off-site November Executive Committee Meeting a draft strategic plan and budget for the chapter was developed.  This plan will be forwarded to the State and National AFA offices for review.  Details will be published after approvals received.

 

CHAPTER AEROSPACE EDUCATION FOUNDATION (AEF) REPORT

Dave Pope reported that the AEF is also working on a draft budget.  The foundation ended year with more money in the investment fund than the start of the year.  This was done while meeting all the budgeted support obligations which means the investments for the foundation moneys gave positive returns.  Next year the foundation will be budgeting more funds to support the Lackland Civil Air Patrol and Wounded Warrior Family Education support.

 

AIR FORCE WOUNDED WARRIOR PROGRAM

Jim Whitmore reported that the AF Wounded Warrior program will be conducting their third San Antonio Adaptive Sports Camp in January 2015.  Funds are identified in the chapter 2015 budget to support this activity.

 

AIR FORCE MEMBERSHIP

Debbie Landry reported that the National AFA has a goal to grow overall member ship to 150,000 members in the next five years.  They will be looking more to the chapters to help implement activities to support this.

 

COMMUNITY PARTNERS

Darin Defendorf reported that our chapter currently has 17 active community partners.  He has started to rebuild the chapter CP program.

 

GOLF TOURNAMENT

Darin Defendorf and Dave Pope reported that the spring 2015 tournament will not occur but a tentative date of November 16, 2015 is being held open for the chapter and ROTC cadets.

 

CHAPTER VICE PRESIDENT COMMENTS

Debbie Landry reported that the Air Force Association (AFA) Wounded Airman Program is one of the organizations which can be designated on Combined Federal Campaign. This program has zero overhead costs so all funds flow to those airmen and families. The AFA Wounded Airman Program is a separate program from the “Wounded Warrior Project”.  The Air Force has the AF Wounded Warrior program (AFW2). The Wounded Airman Program is AFA. Two separate programs that are closely related. An Airman must be identified as an AF Wounded Warrior in order to receive assistance through the AFA Wounded Airman Program

 

 

Debbie is working to try to set up a 5K run next year to raise funds to support the Air Force Wounded Airman Program.

 

She also reported that the annual chapter military and civilian awards banquet is now scheduled for Thursday, March 5th, 2015.

                                                                                                    

 

CYBER PATRIOT

Chris Cook gave a report on the national and local programs.  There has been a significant increase in the numbers and types of teams signing up.   More details can be found on the Alamo AFA Chapter web site.  www.alamoafa.org

MEETING MINUTES

The minutes of the August 12, 2014 Executive Committee meeting were reviewed.  A motion was made, seconded, and approved to accept the minutes as presented.

 

TEXAS STATE AF MEETING UPDATE

The Alamo Chapter will host the Fall Texas AFA Meeting on 24-26 October 2014 at the Omni Hotel here in San Antonio.  Ed Garland gave an update on preparations.  There will be a golf outing on that Friday morning and a reception held at the hotel that evening.  Any chapter members who would like to volunteer to assist with conducting activities at meeting please contact Ed Garland at   egarland001@satx.rr.com  .

 

MILITARY NIGHT OUT

John Thurman, Chapter Programs VP, is exploring other sources of funding for future Military Night Out activities. 

 

CHAPTER AEF UPDATE

Chapter AEF President David Pope reported that the foundation is on target for annual projected monetary awards.

 

CYBER PATRIOT

MEMBERSHIP UPDATE

David Garver gave an update on the AFA Mixer that the Enlisted Council on Lackland is planning.  The date is going to be 17 Oct 2014 at the RFIIC (New Basic Training Reception Center).  They are currently working on getting the guest speaker locked in for that date.  More information will follow in reference to the Mixer as it becomes available. AWARD PRESENTATIONS

Paul Weseloh presented the following awards.  CMSgt Katie McCool received the AFA Texas AD SNCO of the Year Award.  David Lipsey received the inaugural Alamo Chapter Aerospace Education Foundation (AEF) President’s Education award.  David’s father Col (retired) Richard Lipsey was in attendance.  Becka Landry was presented a pen and key chain set to recognize her AEF Family Education award.  Becka’s mother Col Deborah Landry, Alamo AFA Chapter EVP, was present for the presentation.  Photos are in the latest chapter Defender newsletter available on the Alamo AFA web site: www.alamoafa.org .

 

TREASURER’S REPORT

Paul Weseloh gave the treasurer’s report in the absence of the chapter treasurer. In the absence of any questions the treasurer’s report was accepted.

 

MEETING MINUTES

There were no minutes to review as the June 2014 meeting was held in conjunction with the chapter military mixer and no formal business was conducted.

 

MILITARY NIGHT OUT

John Thurman, chapter Programs VP, is working with a major San Antonio company to arrange possible funding for future Military Night Out activities.  The chapter will generate, on chapter letterhead, a request for a formal meeting with that company to discuss support opportunities.

 

TEXAS STATE AF MEETING UPDATE

The Alamo Chapter will host the Fall Executive Meeting on 24-26 October 2014 at the Omni Hotel here in San Antonio.

Ed Garland gave an update on preparations.

 

CHAPTER AEF UPDATE

Chapter AEF President David Pope gave the following report:  The foundation is on target with projections for spending at the halfway point. I don't have specifics of exact spending with the Treasurer out but as the President noted at our last meeting, we are on track and our investments continue to produce as projected. Next six months, we expect our income to remain on target. Since the last meeting our CFIP student that we sponsor did solo so the Chapter will be at the August Daedalian meeting to recognize and present awards for this outstanding achievement.

 

 

WOUNDED WARRIOR UPDATE

Paul Weseloh gave update that the chapter provided funds for one meal at a Wounded Warrior event at Randolph AFB.

 

AIR FORCE BIRTHDAY BALL

The chapter received an email request from Joint Base San Antonio birthday ball organizers for support.  The chapter and CMSgt McCool are working with the group to further define what support is requested and what chapter participation will be.  Open Item.

 

AIRMAN HERITAGE FOUNDATION

Ray Cornish reported that the USAF Airman Heritage Museum and the Lackland Security Forces Museum are being combined under AETC and will become a national level Air Force Museum.

The meeting was called to order by Alamo AFA Chapter President Paul Weseloh at 1700 hours. The meeting was held in the San Antonio Chamber of Commerce North Business Center.

TREASURER’S REPORT

Alan Beaty reported that chapter expenditures are in line with current budget plan.   A new credit card processing contract is being sought to reduce service charges.  The fourth quarter fund rebate from National AF has been received. 

 

MILITARY NIGHT OUT

Randy Coggins briefed that progress is being made on restarting the MNO program with Alamo AFA Chapter providing financial oversight in accordance with the Memorandum of Agreement approved at the last Executive Committee meeting.  Alan Beaty is prepared to make necessary actions to provide secure tracking of funds.  In line with this, the Executive Committee members present directed the chapter treasurer to open a separate money market account for Military Night Out funds.

 

ROTC REPORT

Alex Panek is working on setting up ARCON in the Marriott hotel on the Riverwalk.  ARCON is set for October 24-26th as requested by the AFA to overlap the State AFA meeting.

 

ENLISTED MEMBERSHIP

Kathleen McCool is working with the National AFA enlisted membership effort.  She reported that the second local enlisted mixer went well with 24 attendees and several new chapter memberships in progress.  The enlisted members have expressed interest in being involved mentoring for the Cyber Patriot program as well as supporting Military Night Out.

 

MEETING MINUTES

The minutes of the last Executive Committee meeting were reviewed.  A motion was made, seconded, and approved to accept the minutes as presented.

 

COMMUNITY PARTNERS UPDATE

Darin Defendorf is working on ideas to better involve our community partners in chapter activities.

 

 

 

 

 

SPECIAL EVENTS COORDINATOR

Randy Coggins reported that John Thurman is working a plan to have monthly chapter social events to complement the existing Executive committee meetings.  A motion was made, seconded and approved to conduct the first social event in June 2014 in conjunction with the regular Executive Committee meeting.  Chapter leadership will be working with John Thurman to formalize the strategic planning for these meetings as we gain experience with them.

 

CYBER PATRIOT

Douglas Nelson reported that the planning and training for next year’s competition is already underway.  Any member with cyber security experience who wants to get involved may contact Douglas at dnelson004@satx.rr.com

 

AFA TEXAS UPDATE

Joan Lopez reported that the AFA Texas Summer Convention will be held in Abilene 1-3 August.  Hotel registration and meeting reservation information will be posted on the AFA Texas website (www.texasafa.org) next week.  The Alamo Chapter will host the Fall Executive Meeting on 24-26 October 2014 at the Omni Hotel here in San Antonio.  Ed Garland is POC and will provide more information at the June chapter meeting.

 

AEROSPACE EDUCATION FOUNDATION

Dave Pope reported that the chapter AEF is preparing to present next week the first education award in honor of Tyler Voss.

SAN ANGELO CHAPTER UPDATE

Randy Coggins, who sits on the National AFA Membership committee, reported that he is working with our former chapter member Ralph Chalfant to help reinvigorate the San Angelo AFA chapter.

 

MEETING SCHEDULE

The June 10, 2014 general membership Executive Committee meeting will be held at the Lackland Gateway Club Lonestar Lounge, in conjunction with the membership mixer already scheduled.  Meeting time will be 1730.  The ExCom meeting will be abbreviated so that members may socialize and get to know one another and meet our newer members.
