CALL TO ORDER

The meeting was called to order by Alamo AFA Chapter President Al Swaim.  This month’s meeting was held at the Randolph AFB Kendrick Club.

MEETING MINUTES

Minutes from last meeting were reviewed.  A motion was made, seconded, and approved to accept the minutes as written.

MEMORIAL WREATH

Sean Habina presented the chapter wreath at the Memorial Day ceremony and has recovered it for future use.



TREASURER'S REPORT

Treasurer Alan Beaty gave the treasurer’s report.  Alan reported that the operating expenditures for the year to date are on track with the projected budget.  The chapter has received the first quarter reimbursement from national AFA.

Community partners

A general discussion was held on the manner in which the chapter and national AFA track the status of chapter community partners (CPs).  The current method of National passing community partner yearly renewals through the chapter CP VP is inefficient and does not appear to be effective.  The chapter VP will work with the chapter senior staff to develop and forward to national suggestions on changes to the system.   OPEN ITEM



CYPER PATRIOT COMPETITION

Douglas Nelson briefed that preparation for next year’s competition has already begun.  There are volunteer positions available for members who might wish to mentor local high school teams involved.  Please contact Douglas at dnelson004@satx.rr.com if you would like to volunteer or know of someone who might wish to.



COMBAT BREAKFAST 2012

This year’s combat breakfast, sponsored by our chapter, is scheduled for Tuesday morning November 6, 2012.

GUESTS Ben Benson TREASURER'S REPORT Treasurer Alan Beaty gave the treasurer’s report. At the next executive committee meeting he will present a summary of final late invoices from the January 2012 chapter sponsored AETC Symposium Exposition. AETC COMMANDER VISIT Chapter President Al Swaim’s remarks on his visit with the AETC Commander: On June 8, 2012, Tom "Bullet" Arko and I paid a courtesy visit on AETC Commander and AFA member General Ed Rice. Gen. Rice had just returned from the latest four-star Corona conference with Chief of Staff of the Air Force Gen. Norton Schwartz. I took the opportunity to introduce myself as the chapter's new president. Gen. Rice congratulated me on my post and expressed interest in how the first quarter of this year had gone. We next talked about the latest guidance from SECDEF regarding participation by active duty members at conferences and symposia, as well as limitations on speaking engagements. Gen. Rice confirmed that the topic was key among his fellow commanders. He was very guarded in being able to forecast the likelihood of Alamo Chapter resuming our recent partnership for a large, local conference/exposition in 2014 or beyond. He indicated that AETC's needs and our ability to directly support, might shift. He was gracious enough to task his staff to review and provide a more detailed response later. We next talked about impacts of budget on Morale, Welfare and Recreation support to our Airmen. He described briefly the categories under which full funding could be provided and the at-risk category of activities which had to be fully self-sufficient. I asked if there were any specific areas in the Alamo Chapter area where the AFA might be able to help. He again deferred to study the issue and said he would follow up with me soon. Finally, I asked him what was keeping him up at night. Based on the just-concluded Corona, he said that the full effects of budget shortfalls were still building and would have a profound impact on the next several years of Air Force operations. He encouraged us to support leadership as they struggled with more unplanned reductions. He also said he would think on other areas where we might help. He concluded by again confirming his support of AFA and the work of our chapter and encouraged us to continue the work of educating, advocating and supporting the force. HYATT HOTEL CONTRACT Al Swaim reported that the National AFA has offered to have their contracting department review our existing room reservation contract with the Hyatt Hotel. They will offer suggestions on actions we might take in regards to this contract in light of the very possible cancellation of future AETC conferences. SECURITY HILL Last month a request was presented for monetary support to Security Hill for AFA Joint Base San Antonio (JBSA) Professional Development Opportunities Day. Since our treasurer was not present, we used this as a trial run for the Pop-Up funding committee. The pop-up committee agreed on a $500 donation for monetary support. AIRMAN HERITAGE MUSEUM UPDATE Ray Cornish reported that the Air Force has established an official non-appropriated funds requirement for the Museum. 2013 AWARDS BANQUET Sara Hoh introduced Ben Benson, the new POC of next year’s awards banquet. COMBAT BREAKFAST 2012 This year’s combat breakfast, sponsored by our chapter, is scheduled for Tuesday morning November 6, 2012. ALS CLASSROOM SUPPORT Al Swaim has discussed with the Commandant avenues for our chapter to help with finishing out of their new facilities. Gary Miles was asked to help further determine their needs and report back to chapter president with options. A target grant amount has been determined to be available within our budget. A general discussion was held regarding organizations that we might enlist to assist with outfitting the facilities. Open Item. GUESTS None TREASURER'S REPORT The treasurer’s report was not available. It was noted the 4th Quarter Reimbursement Payment form National AFA was received. MEETING MINUTES Minutes from last meeting were reviewed. A motion was made, seconded, and approved to accept the minutes as written. WOUNDED AIRMAN SUPPORT PROGRAM Due to budget cuts, two of the three care coordinator positions in the area have been eliminated. One person now handles SAMMC and Wilford Hall UCC. POP-UP FUNDING COMMITTEE Al Swaim reported on the need to be good stewards of funds for short notice funds requests. A committee has been appointed to review off-line those requests that have short suspenses. The committee includes previous chapter presidents Randy Coggins and Gary Copsey, current chapter president Al Swaim, chapter executive VP Tom Arko, and AEF president Dave Pope. Incoming requests are received through chapter secretary, sent to chapter and/or chapter AEF treasurer for verification of funds availability, and sent to the five committee members for approval/disapproval. Final results are then recorded in chapter minutes. A discussion was held on the possibility of setting upper limits to funds committed by this committee. There are funds in each year’s budget allotted for short notice funding requests. The committee members have suggested a $500 maximum limit to be reviewed as we allocate the budgeted funds. OUT-YEAR FUNDING Al Swaim led a general discussion of options to consider in regards to uncertainty of out year AETC Symposium status and the effects of that uncertainty on our room reservation commitment to the Grand Hyatt. We will continue to look in to getting legal advice on our options regarding the room reservation contract. As part of that possible funding short fall, Randy Coggins will be working to continue steps to conduct a golf tournament in conjunction with the 2013 Valero Texas Open. According to Jim Whitmore, the option of coordinating with the AF Commanders’ Conference does not appear to be a viable option. AFA NATIONAL MEMBERSHIP COMMITTEE REPORT Al Swain offered consideration the chapter awarding, to each winning individual in lieu of a one year membership, three each one year memberships which we would re-verify each year to help keep ongoing contact with new members. We will discuss further at future meetings. AFA TEXAS STATE MEETING The next state AFA meeting will be in Greenville in July. More information will be presented at the next Executive Committee meeting. JROTC AWARDS PROGRAM Tom Peterson reported that the National AFA sends Bronze award certificates to JROTC detachments with no name attached. The detachments are supposed to send the winner’s name back to National AFA to be forwarded to each chapter’s president. In practice this rarely occurs. We as a chapter need to keep contact with each detachment to determine the winning cadet’s name so we can generate and present the monetary AEF award in a timely manner. Deborah Landry has accepted the position of chapter Aerospace Education VP. She has completed the actions for the current year and will build a continuity folder to make sure we do not lose track of actions needed to complete these actions in the future. ALS UPDATE Gary Miles and Al Swaim discussed their meeting with the current ALS Commandant. We clarified at today’s meeting that the chapter was not committing to purchase all the seats for the new ALS auditorium. We can help with some of the cosmetic enhancements yet to be determined. SECURITY HILL A request was presented for monetary support to Security Hill for AFA Joint Base San Antonio (JBSA) Professional Development Opportunities Day. RECRUTING SERVICE GOLF TOURNMANET SUPPORT Al Swaim reported that the chapter has committed to sponsor one hole at the Recruiting Service gold tournament. AWARDS BANQUET

Al Swaim reported that overall the banquet went off well. Lackland AFB did conduct a base wide exercise just prior to the start of the banquet and some individuals were not able to access the base. Randy Coggins has contacted those individuals and they understand and did accept our chapter apologies.

TREASURER'S REPORT

The treasurer’s report was reviewed. The report was approved as presented.

AETC SYMPOSIUM and ALAMO AFA EXPO BRIEFING

Funds received from our hosting the exposition have been transferred from the chapter checking account to the Chapter Aerospace Education Foundation. Part of the funds will be held in reserve there in case of any possible obligations incurred due to any cancellation or changes in scheduling of future AETC Symposiums.
Tom Arko met with Craig Smith from the Valero Texas Open in regards to assistance in conducting a chapter fund raising golf tournament in 2013 since there will be no AETC Symposium next year. Craig brought up the option of having our tournament timed in conjunction with Valero Open. We could host a Wounded Warriors Military Banquet on a Wednesday, hold our tournament on a Thursday, and offer passes to our golfers to watch the Valero Open on Friday. There is a possibility to work in conjunction with the Air Force AETC Commanders’ Conference if scheduling and command support allows. We will continue to work with Craig to further define potential requirements for chapter involvement.
AFA TEXAS SPRING EXECUTIVE COMMITTEE MEETING

Gary Copsey reported from the AFA Texas Spring Executive Committee Meeting recently held in Del Rio. He discussed the AFA national efforts to assign chapter affiliation to unaffiliated AFA members. Our chapter stands to pick up an additional 250 members. John Blumentritt will be working with the Concho AFA Chapter in San Angelo to support their activities.
AFA NATIONAL MEMBERSHIP COMMITTEE REPORT

Tom Arko, Chapter Executive VP and Membership Support VP, reported that a decision has been made to not duplicate the existing military family services family support activities. Instead we will be working to find ways to support and enhance their programs. National AFA will match our funding for three year AFA memberships for top three graduates and all distinguished graduates of Airman Leadership Schools in our area. Locally we will be, in near future, holding a membership family member appreciation day at Lackland. Date and details to be determined.
WOUNDED AIRMAN SUPPORT PROGRAM

Jim Whitmore reported that an effective system has been established with local military care givers to contact our chapter first to work with immediate unsupported non-medical needs of wounded airmen coming through the medical treatment facilities. Jim also recommended that a chapter sub-committee be assigned which can quickly vet any financial obligations involved to support wounded airmen. The chapter president will report back at next meeting with recommendations for that sub-committee. As an example, Jim mentioned that a former wounded airman is now working with DOD to support and mentor newly wounded airmen. This individual is visually challenged but does not meet the military criteria for a computer program which would assist him with scheduling and reporting. The program in question is Dragon Naturally Speaking Professional. A motion was made, seconded, and passed that Jim be allowed to research and purchase with chapter funds, at the best available price, the software for presentation to the airman.
USAF AIRMAN HERITAGE MUSEUM

Ray Cornish, representing the Lackland Gateway Heritage Foundation, spoke on the efforts of the foundation to emphasize that the museum being developed will be a national museum, not just a local museum. He was given some suggestions for working with National AFA to help spread the word. The museum website is: https://www.myairmanmuseum.org .
ALS PLAQUE

Carlos Massiatte updated on the chapter support of ALS. One thing discussed was a wall plaque for the school to display the names of each class’s John Levitow winner. The John Levitow Award is the highest honor presented to a graduate of Air Force Enlisted Professional Military Education (PME), including Airman Leadership School, NCO Academy, and the Senior NCO Academy. It was moved, seconded and passed for Carlos to research and purchase a plague for this purpose.



PAST PRESIDENT’S COMMENTS

Randy Coggins expressed his gratitude to the members present as well as all affiliated members for their support of him in his past two years of service as chapter president. He gave credit to the nucleus of chapter members for all the accomplishments during his service.
HONOR FLIGHT

Sean Habina reported on her efforts to support the Honor Flight program which works to get WWII veterans to Washington DC so that they can experience the new WWII memorial as well as the various service memorials. Sean will develop a proposal on how the chapter can best support this activity now and in the future. She will present the proposal when compopleted to the Executive Committee for consideration.

INTRODUCTION OF NEW COMMUNITY PARTNER – NAVY FEDERAL CREDIT UNIION
Jonathan Lovejoy and Michael Morales of the Navy Federal Credit Union introduced themselves. Navy Federal Credit Union is very interested in being involved in the local military community and the Alamo AFA chapter.

TREASURER'S REPORT
The treasurer’s report was reviewed. The report was approved as presented.

AETC SYMPOSIUM and ALAMO AFA EXPO BRIEFING
Al Swaim gave a recap summary of the expo held in January. From AETC's perspective, the EXPO was "the best to date" (Gen Rice). Their team was surprised by some bills they had not expected; none had to do with us. They reported 3,396 registered attendees plus 150 volunteers. The Banquet was attended by 856. There was a challenge getting people seated for the two luncheons resulting in late start. They intend to add more "movement" time for the next event. They expressed a desire to have more boards around the floor with maps and locations. They were very pleased that AFA effectively used their hotel room allocations. All in all, they remain very pleased with our partnership and look forward to an even better 2014. Al also attended the AETC Salute to (symposium) Volunteers representing Alamo AFA Chapter.
Randy Coggins then reported that since there will not be an AETC symposium in 2012, the chapter will be looking for an alternative fund raising activity next year, possibly a golf tournament. The tournament will have a theme of supporting our Wounded Airman program.
MEMBERSHIP REPORT
Randy Coggins briefed that AFA National has recently found many members on the national data base not affiliated with any local chapter. They have assigned these individuals to local chapters based on the members’ ZIP codes on file. This action has upped our membership numbers to approximately 4000 affiliated members for Alamo AFA Chapter. We will be working with our membership VP to find a way to welcome, communicate, and reach out to these individuals.


AWARDS BANQUET
The planning process by the Randolph Company Grade Officers Council is ongoing and on track for the March 8, 2012 awards banquet. Sara Hoh is the CGOC POC for this year’s banquet and briefed on preparations. The AETC Commander will be attending the banquet this year. A general discussion was held on ways to expedite the presentation of awards while still acknowledging the individual awardee’s accomplishment(s).

CHAPTER OFFICER ELECTION NOMINATIONS
Gary Copsey reported that the following individuals have accepted their names being place in nomination to serve for next year’s chapter offices:
President – Allan Swaim
Vice President – Tom Arko
Treasurer – Alan Beaty (incumbent)
Secretary – Tom Peterson (incumbent)
The election of chapter officers will be held at the March 8th banquet meeting.

CYBER PATRIOT IV
Randy Coggins briefed that the national championship for this year will be held at the AFA Cyber Conference on March 22 through 23. Of 1,014 teams nationwide entered there will be 24 finalists competing. We have two San Antonio teams represented, one in the service division and one in the open division. Our chapter presents awards to the highest placing San Antonio area team.

ALAMO AFA AEROSPACE EDUCATION FOUNDATION REPORT
Dave Pope briefed that he presented checks for $6,000 to UTSA to help with their Scholarship Program and Arnold Air Society. He also updated EXCOM on the most recent Foundation meeting where it was voted to proceed with investing up to 15% of Foundation funds on individual stocks within the parameters that were discussed at the meeting and recorded in the Foundation's minutes. The Foundation's investment advisor will present a purchasing plan that includes at least 12 stocks within this guidance as well as a plan to mitigate any large losses in the market during downturns or, put another way, give us an exit strategy. The Foundation will invite the President, VP and Treasurers to attend as well. Following that presentation, it will be up to the Foundation and EXCOM to agree on the way ahead with our investment plan. Dave Pope and others from Chapter will be invited to attend a meeting with the Joint Base Airmen Leadership School (ALS) Commandant as soon as a meeting can be arranged. The purpose of that meeting will be to determine if there is good synergy in a program involving the Alamo Chapter and the ALS.


AFA TEXAS SPRING EXECUTIVE COMMITTEE MEETING
Joan Lopez, AFA Texas Secretary, announced final arrangements had been made for the AFA Texas Spring Executive Committee Meeting in Denton TX 2-4 March at the Best Western Premier. The guest speaker for the Saturday evening dinner will be Mike Dunn AFA President. All reserved rooms for the event at the Best Western have been booked and arrangements are being made for attendees to stay at another hotel within walking distance. She will send out an email letting everyone know the new hotel information and post it on the AFA Texas website. Attendees need to send registration forms to the Denton Chapter.

NCO ACADEMY GRADUATION
Paul Weseloh attended the Gaylor NCOA Class 12-2 Diploma and Award ceremony on 14 Feb 2012. Alamo Chapter sponsors the Distinguished Graduate Awards and Paul represented the Chapter in helping present the awards and a one year membership to AFA. The event was highlighted by the attendance of CMSAF (Ret) Gaylor at the ceremony.









JR ROTC AWARDS
John Shroyer is coordinating the volunteer list for Alamo AFA members to present the Alamo AFA awards at the area high school Jr ROTC spring banquets. Following is a list of those schools for which we still need a volunteer. Alice, Brandeis, Canyon NB, Clark, Eagle Pass, San Marcos, Southside, OConnor, Mem Victoria, Medina, and Kerrville Tivy. In addition the UTSA ROTC banquet will also need a volunteer presenter. Presenters just need to attend and represent the chapter by handing the awards over to the winning cadet. There are usually at least 10 to 15 different organizational representatives from other support groups there. Any member can volunteer and should contact John Shroyer at 433awccm3@satx.rr.com .

AFA MEMBERSHIP PRACTICES
A general discussion was held on the observed results of the current chapter practice of awarding a one year AFA membership to PME and Banquet award winners.

MINUTES FOR LAST MEETING
Minutes from last meeting were reviewed. A motion was made, seconded, and approved to accept the minutes as written.

The meeting was adjourned by chapter president Randy Copsey. The March 13, 2012 Executive Committee meeting will be held at the Randolph Kendrick Club at 5:00 PM (1700).
