CALL TO ORDER
The meeting was called to order by Alamo AFA Chapter Vice President Mike Nishimuta. This month’s meeting was held at the downtown USO.

DEFENDER NEWSLETTER
Our newsletter editor, Gina McKeen, has PCS’d out and the chapter is actively looking for a volunteer to assume the editor position to create and distribute the electronic and hard-copy quarterly newsletter.

NEW CHAPTER PRESENTATION ASSETS
Mike Nishimuta brought the new roll-up Alamo AFA Chapter display recently purchased for the chapter. This asset may be used stand alone at small venues or in conjunction with the full booth at major venues.

AETC EXPOSITION REPORT
Mike Nishimuta updated the status of preparations for the upcoming AETC Symposium Exposition (January 20-21, 2011). J Sean Habina has offered to co-ordinate the set up and manning of the chapter booth at the exposition.

CYBER PATRIOT III
CB III is the High School Cyber Defense competition. The chapter was looking at a way to support the regional completion. It was found that the San Antonio Chamber of Commerce Technology Committee was already working on a Mayor’s Cyber Cup Competition. Their point man for this was Cris Cook who is also an Air Force Association member. AFA will benefit from the work Chris Cook has already done. Mike Nishimuta set up a local website at www.cyber.alamoafa.org. The chapter will use this opportunity to present scholarships to the winning San Antonio area team.

MEETING LOCATIN DISCUSSION
A general discussion of the availability of alternate Executive Council meeting was held. Some alternative locations were presented for discussion. This issue was tabled for more research and discussion at future executive council meetings


UPCOMING EVENTS

COMBAT BREAKFAST
The date of the combat breakfast this year has been moved to the end of the Celebrate America’s Military Week’s events and is tentatively set for November 9th. This was done to avoid conflict with National Election Day. Jerome Fletcher has volunteered to head up this activity again this year.

AFA TEXAS FALL EXECUTIVE MEETING 29-31 OCT 2010
The AFA Texas Fall Executive Committee will be held in Fort Worth at the Radisson @ Fossil Creek for $89 a night and hosted by the Fort Worth Chapter.

AFA NATIONAL CONVENTION 11 – 12 Sept 2010

AIR AND SPACE CONFERENCE AND TECHNOLOGY EXPOSITION
13 – 15 Sept 2010 at the Gaylord National Hotel, Washington, DC

2011 AWARDS BANQUET
Next year’s Blue Suit and Loos Banquet with are held on March 10, 2011 at the Lackland Gateway Club. Debra Landry will oversee preparations as POC. More to come in future meetings.


ARCON MEETING
Angelo State ROTC will be holding an ARCON meeting in San Antonio this fall.


The meeting was adjourned by Alamo AFA Vice President Mike Nishimuta.

TREASURER'S REPORT
The April 2010 report was accepted as presented.

AWARD Recognition
Randy Coggins recognized Gina McKeen for being selected a winner of the National AFA Medal of Merit Award which will be presented at the National Convention this fall. Randy will accept the award for Gina and have it forwarded to her at her next assignment.

NCO BRIEFING
John Shroyer and John Pope will work on the NCO briefing program to update the photographs and text to reflect recent audience response fed-back.

NEW CHAPTER PRESENTATION ASSETS
Mike Nishimuta presented some options to enhance our presence at various public venues. These include events where the chapter booth is too large or labor intensive to set up. He is researching chapter AFA business cards with digital contacts, roll-up banners and customized table covers.
A format for the roll-up display was circulated and approved with comments as added at this meeting.

2011 AWARDS BANQUET
Next year’s Blue Suit and Loos Banquet with be held on March 10, 2011 at the Lackland Gateway Club. Debra Landry will oversee preparations as POC. More to come in future meetings.

COMPANY GRADE OFFICER COUNCIL UPDATE
Gina McKeen gave an update on the activities of the CGOC. They are investigating working with Alamo AFA on future AF Birthday Balls.

EN PARKER PROGRAM
Joan Lopez reported that the Texas State AFA has distributed to all chapter presidents the suspense dates for next year’s program.

PUBLIC RELATIONS
Al Swaim, the chapter ‘s new Public Relations VP, reported on his recent update from the National AFA Director of Government Relations. A summary follows. The referenced file on the QDR should be available soon on the chapter web-site.

“Thanks for reaching out to us. I hope all is well. The issues break down in a few different categories—personnel, hardware, and general policy.

1. Personnel—As the Alternative QDR highlighted, it will be very difficult to sustain the current personnel bill amidst the current budget pressures. It is certainly critical that we take care of the members of the all-volunteer force, but we also need to think about pursuing policy options that are both effective and efficient. This opens up a unique opportunity for the AF because we can attain effects through technology, etc that are not so personnel-intensive. On a more pragmatic level, I would expect that many benefits, such as Tricare, will be reviewed and potentially revised. The budget challenges will make it highly unlikely that new benefits programs are passed.
2. Recapitalization will be a continued challenge. There simply is very little money for this activity. KC-X, F-35, and life extensions on the legacy fore are the main focus points. The next gen bomber is a critical recap issue, but I am not sure how it will fare budget-wise. Almost all recap decisions will largely be governed by budgetary concerns, not policy considerations.
3. The nation is focused on two large-scale occupations for the past decade. While we must succeed in Iraq and Afghanistan, it is fundamental to realize that the various threat environments that exist around the world look far different than what we see in current combat operations. Anti-access environments, ability to utilize regional bases, and information network operability may be major challenges in the future. Current investments are very focused on Iraq and Afghanistan. They are not reflective of the broader threat environment we may face in the coming decades.
I attached a file that may be of use to you as you consider these issues. The general vectors are worth considering. Bottom line, the country is in a precarious situation financially. We need to be doing things more effectively and efficiently. The AF plays a major role in enabling these solutions. PRESIDENT’S COMMENTS
For the past several years the chapter has used, for Executive Council meetings, the facilities generously provided by the USO. Since the recent USO renovations, the area for meetings is not as private as before. In addition parking costs have increased. While we will continue to utilize the USO for the near future we should be investigating other options available for the future. Areas of concern are parking, meeting space functionality, centralized location, access for members without military ID cards, and any costs involved. This issue will be explored more at future meetings and input/suggestions from members are requested.

CHAPTER CALENDAR REVIEW
The on-line calendar is available on the chapter web-site at alamoafa.org. To be able to display the upcoming web-site calendar pages on the USO video screen some additional hardware is required. Douglas Nelson will work with USO to determine the cost and report back at a future meeting. At that time the executive council can decide if we wish to sponsor part of this cost.

TEXAS AFA STATE CONVENTION REPORT
Randy Coggins reported on the recent meeting. Attending for Alamo Chapter were Randy Coggins, Bill Croom, Dave Pope, and Ed Garland. Several of the candidates for National AFA office were present at the state meeting to introduce themselves and their agendas to members. Candidates not attending did participate in the presentation by conference call. A general discussion of the state voting delegate selection process for the upcoming national convention was held. The Alamo Chapter has been selected to host the 2011 Texas state convention. Tentatively this convention will be held in Fredericksburg, Texas.

19th AIR FORCE
John Blumentritt announced that a change of command ceremony would be held on July 30.

LEGAL REPRESENTATVE
The chapter and the chapter aerospace education foundation are researching methods to get more legal review of planned chapter and chapter AEF activities. This is being done due to the much larger scope of activities that we now participate in.

AWARD PRESENTATIONS
Randy Coggins announced the National AFA Medal of Merit Awards and AFA Texas Medal of Freedom awards from the Texas State AFA convention. The national awards will be presented at the National Convention this fall. National Medal of Merit winners are Gary Copsey, Gina McKeen, and John Shroyer.

The names of the Alamo chapter AFA Texas Medal of Freedom winners were: Ralph Chalafant, Jerome Fletcher, Meghan McCormick, Douglas Nelson, and Tom Peterson. Medals were presented by Randy Coggins to those present.

Gary Copsey was presented with the AFA Texas State Member of the Year Award.

SENIOR NCO PROFESSIONAL ENHANCEMENT SEMINAR
The chapter provided funds and supplies to support a luncheon meal for over 200 MSgt selectees attending this seminar at Lackland AFB. We were able to present our AFA message and clarify our organization’s mission verses other military professional societies.

CHAPTER CALENDAR REVIEW
The on-line calendar is available on the chapter web-site at alamoafa.org. On June 9th there is to be a planning meeting with AETC on the Symposium for 2011.

BIRDIES FOR CHARITY
An out-brief on the Birdies for Charity program for the chapter was presented. Even with a late start more than $750 was raised this year. The funds raised from this event will go toward scholarships and support for local ROTC detachment programs at the University of Texas, San Antonio and Texas State University. The AEF will expand participation in the program next year with the help of ROTC cadets from both detachments joining the efforts to collect donations and pledges.
PITSENBARGER AWARDS
After a general discussion a motion was made to award a one year AFA membership to each of the Pitsenbarger Award winners as well as NCO Academy distinguished graduates. Those who are already members can designate another individual to receive the membership

TREASURER'S REPORT
The March 2010 report was accepted as presented. A general discussion was held on whether to report to National AFA the funds spent on aerospace education through the chapter reports or the chapter AEF reports. These discussions will continue off-line to determine correct reporting procedures.

CHAPTER CALENDAR REVIEW
The on-line calendar is available on the chapter web-site at alamoafa.org. Douglas Nelson reported that currently there are two different data bases being reviewed for the on-line calendar. The goal is to provide one calendar on-line with streamlined input procedures.

ROTC UPDATE
A thank-you was read from the UTSA ROTC for the chapter’s support of their attendance at the Arnold Air Society and Silver Wings National Conclave held in Seattle.

AETC EXPOSITION
Advance planning has begun for the chapter support of the January 2011 AETC Symposium.

ENLISTED HERITAGE MUSEUM
Gary Copsey reported on the opportunities for the chapter to support the Enlisted Heritage Museum being organized here in San Antonio. This will be an educational center open to the public.



NCO ACADEMY
Carlos Massiatte reported that the NCO Academy is looking for room sponsors. Sponsors would help provide Air Force related furnishings for classrooms to help encourage and inspire academy attendees. This is an open item for future discussion.

FLAMBEAU PARADE
Mike Nishimuta expressed the chapter’s gratitude to Eric Renth and Annie Howell for all their efforts in representing the chapter in the annual Flambeau parade.

AFA TEXAS CONVENTION 9-11 JULY 2010
The AFA Texas Convention will be held in Wichita Falls and hosted by the Donnelly Chapter 9-11 July at the Holiday Inn at $70 a night.

MINUTES

CALL TO ORDER

The meeting was called to order by Alamo AFA Chapter Vice-President Mike Nishimuta, at 1600 hours. This month’s meeting was held at the downtown USO.

ATTENDANCE
The following individuals signed in as attending: Mike Nishimuta, Alan Beaty, Gary Copsey, Joan Lopez, Dave Pope, Terry Ross, Angelo Haygood, Brent Boller, Ralph Chalfant, Douglas Nelson, John Shroyer, Bill Croom, J. Sean Habina, Ed Garland, Pedro Lopez-Cruz, Christopher Miller, Amber Carrillo, and Tom Peterson.

SECRETARY REPORT
The minutes from last meeting were presented. A motion to approve as written was seconded and approved.

CHAPTER CALENDAR REVIEW
The on-line calendar is available on the chapter web-site at alamoafa.org. Members wishing to update the calendar on-line can do so.

BJ BJORGE FELLOWSHIP
At the Texas State AFA meeting a motion was made and approved to provide, from the state organization, a $500 Charlotte Loos fellowship in memory of the many contributions to AFA from the late BJ Bjorge. A certificate will be presented to his wife Linda. At this meeting, a motion was made, seconded and approved for the Alamo AFA Chapter to provide $200 towards this fellowship in recognition BJ’s contributions to our chapter.

CERTIFICATE OF RECOGNITION
The chapter presented a certificate of recognition as well as notification of a $100 scholarship through AEF to be presented in Ralph Chalfant’s name. This was Ralph’s last meeting as a San Antonio chapter member. Ralph has taken a position at Fort Hood and will remain active in AFA in that area. Meghan McCormick will assume the position of chapter Education VP.



Chapter AEF INTRODUCTIONS
Dave Pope introduced Col. Terry Ross and Angelo Haygood. Terry and Angelo are the new chapter AEF Vice-President and Scholarship Vice-President.

WEB-SITE
Our web-site is under revision. Efforts are being made to align the site with the chapter goals of Educate-Advocate-Support. Douglas Nelson has stepped up to co-ordinate this effort.

AFA BRIEFING TO NCO ACADEMY
Carlos Massiatte will share information on the benefits of AFA membership with the next academy class on May 11th 2010.

VALERO TEXAS OPEN
A discussion was held on manning an AFA booth at the upcoming Valero open. A decision was made that the venue was not one where chapter education and recruiting efforts would be effective. Responses to the chapter have started to come in from the first “Birdies for Charity” e-blast electronic mailing we sent out.

TREASURER'S REPORT
The March 2010 report was accepted as presented.

ANNUAL AWARDS BANQUET
This year’s awards banquet was an unqualified success. On behalf of the chapter, Mike offered the chapter’s sincere appreciation to Debbie Landry and all the other members who gave their time and effort to make it happen.
ROTC UPDATE
Gary Copsey reported on his attendance at the Arnold Air Society and Silver Wings National Conclave held in Seattle. UTSA and New York City entered bids to host next year’s conclave. The final decision was to hold the meeting in New York. The UTSA presentation was very competitive on most aspects and they plan to resubmit next year to host a future conclave.

NATIONAL LEVEL AFA TEACHER OF THE YEAR
A motion was made, seconded, and approved for the Alamo chapter to fund an unfunded National AFA program to increase the visibility of the national Teacher of the Year Award. In the approval is the request for recognition of the chapter funding and a dedication in the names of BJ Bjorge and Kaye Bigger.

SPRING 2010 AFA STATE MEETING
This meeting was held here in San Antonio at the Airport Hilton April 9, 10, and 11, 2010.

UPCOMING EVENTS

AFA TEXAS CONVENTION 9-11 JULY 2010

The AFA Texas Convention will be held in Wichita Falls and hosted by the Donnelly Chapter




ARCON MEETING
Angelo State ROTC will be holding an ARCON meeting in San Antonio this fall. Cadets Watts and Villarreal presented some areas where they could use assistance from our chapter. The chapter agreed to work with them to formalize some possible dates and activities to support their meeting.

RENOVATED USO
The newly renovated downtown San Antonio USO is like no other you may have seen. The décor, atmosphere and state-of-the-art facilities for Airmen and their families (retirees too) bring the facility into the 21st Century. If you have not visited yet, the next meeting will be an excellent opportunity to do so. Our chapter congratulations go out to the USO for their accomplishment.

The minutes from last meeting were presented. Motion was made and seconded to approve as written. Motion passed.

ANNUAL AWARDS BANQUET

Debbie Landry discussed for the upcoming annual awards banquet: Currently there are 312 reservations for the banquet. The slide show has been built, the programs will be ready Thursday morning, the UTSA ROTC cadets will present the colors, and all VIP’s have been notified. Jonathan Lacquement will work getting the membership registration information from award winners.

MEMBER TRANSFER

Ralph Chalfant announced that he will be changing employment from San Antonio to Fort Hood. As a result, he will, as of the end of April, no longer be able to participate in Alamo AFA Chapter activities. The Alamo Chapter wishes him well and offers its sincere thank you for all the Aerospace Education activities he has so ably coordinated.

EXECUTIVE COMMENTS

Before closing, Gary spoke briefly on his experience with chapter activities to this point. He thanked all the members present for the exceptional support which has led to his successful tour as chapter president. Randy Coggins, as the incoming chapter president, then thanked Gary for all his efforts and the expressed the chapter’s sincere hopes for his continued contributions to the chapter.


The meeting was adjourned by Alamo AFA President Gary Copsey.

The meeting was called to order by Alamo AFA Chapter President Gary Copsey, at 1605 hours. This month’s meeting was held at the KGS Inc. training room as the downtown USO is closed for renovation. KGS Inc. is one of our fine supporting community partners. We appreciate their support for our chapter meeting.

The minutes from last meeting were presented. Motion was made and seconded to approve as written. Motion passed.

TREASURER'S REPORT
The January 2010 report was accepted as presented. A request from the state AEF foundation was presented. They ask that we consider refunding to the state AEF the annual vanity license plate refund fee the chapter receives. The proposal was tabled for a later meeting so that the chapter president and chapter AEF president can discuss further with state AEF representatives the proper routing of the funds if approved.

ANNUAL AWARDS BANQUET
Debbie Landry has taken over as main POC for this event. The following areas were discussed for the upcoming annual awards banquet: March 1st is the suspense for units to submit names for award winners, Gateway club arrangements, registration, photographer, payment methods for tickets, and membership options for award winners. All arrangements appear to be proceeding as needed.



ROTC SCHOLORSHIPS
A general discussion was held on formalizing the methods to be used when awarding monetary scholarships so that funds are used for intended purposes.

SECURITY HILL ACTIVITY
Carlos Massiatte reported on the chapter support of the Security Hill Company Grade Officers assembly of organizations that locally support the Air Force personnel and missions. Several chapter members attended and set up a table with information on AFA membership.

QUARTERLY DEFENDER NEWSLETTER
The next electronic copy of the chapter newsletter should be ready for distribution by March 19th. There is a 12 March cut-off for submitting information for inclusion. In the interim, an e-mail notice will be sent to all chapter members announcing the upcoming awards banquet and presenting the nominations for next year’s chapter officers.

ANNIVERSARY OF MILITARY FLIIGHT
Bill Croom gave a quick briefing on the 100th Anniversary of Military Flight ceremony to be held on Fort Sam Houston on March 2nd, 2010. Representatives of all the military services will participate in this celebration of 100 years of military aviation, which started from the parade field at Fort Sam Houston in 1910. http://www.generalaviationnews.com/?p=19423

AIR FORCE BIRTHDAY BALL
Gary Copsey brought the issue that we currently do not have a city wide Air Force Ball on our out-year schedule. Some local organizations have individual recognition activities. Gary would like us to think about this and we will discuss again at later meetings.

SYMPOSIUM PRESENTATION REPORT
Charlotte Adams reported on the symposium presentation she and Lt Col Landry will be hosting.

Secretary of the Air Force San Antonio Visit
Chapter President Gary Copsey reported that he was invited to and attended a meeting with the Secretary of the Air Force, General Lorenz and staff, as well as selected community leaders.

24th AF CYBER COMMAND
Gary Copsey, Bill Croom, and Randy met in December with Maj. Gen. Richard Webber and the Command Chief Master Sergeant for a briefing on the new organization and to discuss opportunities to establish communication between the Cyber Command and our AFA Chapter.
QUARTERLY DEFENDER PUBLICATION
Gina McKeen reported that she is working the next electronic copy of the quarterly defender. Prior to that she will send an email heads up message to all defender roster members to promote the annual Blue Suit Awards banquet. The actual publication deadline for the next defender will be after the banquet date.

TEACHER OF THE YEAR AND ROTC PRESENTATIONS
Ralph Chalfant reported on the Teacher of the Year nomination and passed around the listing of next spring’s ROTC awards presentations.

UPCOMING EVENTS

ANNUAL AWARDS BANQUET
The AFA Banquet project officer had had to withdraw due to new Air Force mission requirements. A new point of contact will be found to carry forward the preparatory work already accomplished.

SPRING 2010 AFA STATE MEETING
Ed Garland reported on the meeting scheduled here in San Antonio at the Airport Hilton April 9, 10, and 11, 2010. More detailed information will be presented at next month’s meeting.

AETC EXPO AND SYMPOSIUM
A final review of the upcoming symposium was held. Mike Nishimuta passed around copies of the symposium schedule booklet. A general discussion was the held on chapter booth schedule, reception, distinguished visitor tours and reception, book signing, and the Friday ball.

Craig Smith, Director of Golf San Antonio and the Valero Texas Open (Unapologetically Texan). Craig gave an over view of the upcoming tournament and some opportunities for fund raising activities for organizations associated with the tournament. This year’s theme is celebrating Texas and the Military.

The November 2009 report was accepted as presented.

24th AF CYBER COMMAND
Gary Copsey, Bill Croom, and Randy will be meeting in December with Maj. Gen. Richard Webber for a briefing on the new organization and to discuss opportunities to establish communication between the Cyber Command and our AFA Chapter.




QUARTERLY DEFENDER PUBLICATION
Mike Nishimuta reported that the next quarterly Defender is close to publication. This will be the quarter that the publication will be sent by USPS rather than by email as the other three quarterly publications do. One hard copy mailing minimum per year is a requirement of the national AFA guidelines. The previous publisher has not responded to inquires on handling the printing and mailing at this time. Printers which handle other chapter printing requirements will be contacted to determine if thy can support the chapter. A review of the existing chapter USPS bulk mailing permit indicated that the permit is in place and can be used.


AETC EXPO AND SYMPOSIUM
This year’s Symposium and Ball will be AETC sponsored events. Our AFA responsibility is the conduct of the exposition. The chapter is working with a new contractor to assist in setting up the exposition, and to recruit more sponsors and exhibitors. A review of scheduled events was discussed. Sean Habina will be responsible for setting up the chapter booth at the exhibition hall and scheduling time for chapter volunteers to work. We have a limited number of passes available to use for booth volunteers. Currently we have commitments for exhibits from 80 military exhibitors, 30 non-military exhibitors and 9 sponsors. We anticipate a few more exhibitors signing up before the cut-off date. A decision was made to have the chapter provide the carpet for the military booth areas. Following the meeting, a walking tour of the exhibit floor was conducted for those members who wished to attend.

SPRING 2010 AFA STATE MEETING
This meeting scheduled here in San Antonio for October 30, 31 and November 1 has been moved to April 9, 10, and 11, 2010.

ANNUAL AWARDS BANQUET
Capt Nicole Padgett of Randolph AFB has volunteered to be the POC for our upcoming awards banquet.


The meeting was adjourned at 1705 by Alamo AFA President Gary Copsey. Next meeting is planned for here at HBGCC on January 12, 2010.
